Dear Mr. Pu,
TJKM has reviewed the Hexagon letter dated October 10, 2017 regarding trip rates for the
Winchester Office Project. We concur with the findings of the letter with regard to trip rates and
the resulting effects on delay and level of service at the study intersections. The findings show
that both the use of the local developed rates and the ITE rates result in a less than significant
impact at the study intersections.
