NO SIGNIFICANT ENVIRONMENTAL IMPACTS HAVE BEEN IDENTIFIED AS A RESULT OF THIS PROJECT AND A MITIGATED NEGATIVE DECLARATION IS RECOMMENDED. APNS 529-11-013, -038, - 039, AND -040. REMARKS: Attachment 17 contains revised conditions of approval, which include a condition that the proposed stairway exit to the underground garage be relocated from the exterior southern property line to an interior connection on the front elevation along Winchester Boulevard (Condition #10) as presented to the Planning Commission on April 26, 2017 . Attachment 18 contains the applicant’s presentation slides from the April 26, 2017 Planning Commission meeting. Attachment 19 contains a letter from the applicant’s traffic consultant in response to a public comment received regarding the trip generation rate used in the traffic study.
