Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE: 11/07/2017 ITEM NO: 14 DATE: OCTOBER 26, 2017 TO: MAYOR AND TOWN COUNCIL FROM: LAUREL PREVETTI, TOWN MANAGER SUBJECT: AUTHORIZE THE TOWN MANAGER TO EXECUTE AN AGREEMENT FOR CONSULTANT SERVICES FOR PLAN CHECK REVIEW WITH CSG CONSULTANTS, INC., IN AN AMOUNT NOT TO EXCEED $160,000 RECOMMENDATION: Authorize the Town Manager to execute an Agreement for Consultant Services for Plan Check Review with CSG Consultants, Inc. (Attachment 1) in an amount not to exceed $160,000. BACKGROUND: The Phase 1 development application for the North 40 was approved by the Town Council on August 1, 2017. After approval, the developer, Summerhill Homes, and its consultants moved forward with the preparation of the various construction document plan sets that are required to meet the final Conditions of Approval. Plans have already been submitted to the Town for the off -site sanitary sewer and storm drain system improvements. Preliminary plans and documents for improvements within California Department of Transportation (Caltrans) right-of-way have been submitted for review by both Caltrans and the Town. Based on communications with the developer and its consultants, additional submittals are anticipated on November 1 and December 1, 2017. PAGE 2 OF 3 SUBJECT: AUTHORIZE THE TOWN MANAGER TO EXECUTE AN AGREEMENT FOR CONSULTANT SERVICES FOR PLAN CHECK REVIEW SERVICES WITH CSG CONSULTANTS, INC., IN AN AMOUNT NOT TO EXCEED $160,000 OCTOBER 26, 2017 S:\COUNCIL REPORTS\2017\11-07-17\CSG Consultants\Staff Report - CSG Consultants Final.docx 11/2/2017 11:32 AM MM DISCUSSION: To ensure timely plan check review of the engineering plans, Summerhill Homes offered to pay for additional engineering services to help review the North Forty Phase I project improvement plans. Staff subsequently put out a Request for Proposals (RFP) and Statement of Qualifications (SOQ) to three different consultant firms who conduct this type of project review. The Town ultimately received one response and one proposal from CSG Consultants,, Inc. in the amount of $160,000. This agreement would be on a time and materials (T&M) basis to assist the Engineering Division of the Parks and Public Works Department with the forthcoming plan check reviews. The consultant would work directly with Town staff, similar to other Town hired consultants, and the cost would be paid for by the developer with a pass-through account. If this item is approved, the consultant would be accountable to the Town Engineer to ensure all Town standards and conditions are met. The project plan check reviews will include:  Off-Site Improvement Plans for Improvements within the Caltrans right -of-way  Off-Site Improvement Plans for Improvements within the Town’s right-of-way  Off-Site Sanitary Sewer and Storm Drain Improvements  On-Site Private Improvements  Associated Technical Documents, Reports, Memoranda, Analyses, etc. The funding for this agreement would be paid wholly by the developer. The agreement with CSG would not be finalized until the Town received the required funds from the developer. CONCLUSION: Staff recommends that the Town Council authorize the Town Manager to execute a Consultant Agreement for Plan Check Review Services with CSG Consultants, Inc. (Attachment 1), in an amount not to exceed $160,000. COORDINATION: This report was coordinated with the Town Manager’s Office and Parks and Public Works Department. The Town will use pass-through accounts to monitor both the revenue from the developer and the offsetting expenditure to CSG Consultants, Inc. for the services.
