Attachement 2 - Informal Survery of Council Compensation for Santa Clara County Cities1 of 3 INFORMAL SURVEY OF COUNCIL COMPENSATION FOR SANTA CLARA COUNTY CITIES CAMPBELL – General Law with Mayor appointed annually No response received. CUPERTINO – General Law with Mayor and Vice Mayor appointed annually  City Council Ordinance No. 06-1985 set Council member salaries at $730.24 per month.  Council members also receive medical, dental, vision, and life insurance benefits, and may qualify for Public Employee Retirement System (PERS) benefits.  Dental and life paid entirely by the City. Vision a portion and medical the difference depending on what plan they get. GILROY – Charter City with a directly elected Mayor (4 year term)  Mayor receives a monthly maximum of $1,211, annual maximum of $14,532  Council Members receive a monthly maximum of $807, annual maximum of $9,684 LOS ALTOS – General Law with Mayor appointed annually No response received. LOS ALTOS HILLS – General Law with Mayor appointed annually  Council currently receives $250 per month. The amount was just raised to the maximum for our sized city to $300 – but that won’t go into effect until December 2018.  Council also receives full medical/dental/eye insurance coverage at the same rate for employees. They must pay for any additional family members.  Council may also utilize the Town’s deferred compensation plan, but do not contribute to CalPERS. MILPITAS – General Law with a directly elected Mayor (2 year term)  Mayor receives $1,130.74 (base) per month  Council Members make $904.37 per month  Medical: The City pays up to the maximum of the CalPERS Kaiser rate. If the Council Member selects a more expensive plan, the difference will be deducted from thei r paycheck on a pre-tax basis.  Dental: The City pays up to the family premium amount for participatio n in the City’s Delta Dental program.  Vision: The City pays up to the family premium amount for MES Vision (Blue Shield).  Car Allowance: In lieu of City-issued pool car to use for City business, Council members may elect to receive a car allowance of $550 per month (paid $253.85 biweekly) for use of their own car for City business.  Cell Phone: A City-issued cell phone will be provided. In lieu of cell phone, Council members may elect to receive cell phone allowance of $95 per month (paid $43.85 biweekly). ATTACHMENT 2 2 of 3 MONTE SERENO – General Law with Mayor appointed annually Council Members serve voluntarily - no compensation, no benefits. MORGAN HILL – General Law with a directly elected Mayor (2 year term)  Mayor receives $521 monthly.  Council Members receive $313 monthly  The Council Members pay a portion of the health benefits based on the total premium they choose. The City pays the same amount towards their benefits as they pay for City Employees. MOUNTAIN VIEW – Charter City with Mayor appointed annually Council members receive the following benefits:  Medical insurance at the same rates as Unrepresented full time employees  Dental insurance at the same rates as Unrepresented full time employees  Vision insurance at the same rates as Unrepresented full time employees  Flexible spending accounts (FSA): medical, dependent care, mass transit (employee contributions)  City contribution of $150 per calendar year to each employee’s medical FSA  Short-term disability (STD) – City Paid  Long-term disability (LTD) – City Paid  Life and accidental death and dismemberment (AD&D) insurance – Either $50,000 or 5x annual salary  Employee assistance program (EAP) – City Paid  California Public Employees Retirement System (CalPERS) benefits, including additional benefits (optional membership)  Deferred compensation 457 plan (employee contributions)  Retiree health plan (Defined contribution plan with same City contributions as unrepresented full time employees  Unemployment  Workers’ compensation  Professional/management development funds: $1000/fiscal year  Cell phone allowance: $50/month  Tuition reimbursement: $2000/year or up to $20,000 toward one degree  Mountain View homebuyer assistance program No.: D-13  Wellness Incentive Program: Up to $400/annually  Onsite gym access  Recreation program employee discount  Use of City vehicles for City business Please note we are updating this document to reflect newly adopted contracts. The only item above that changes this year is the retiree medical defined contribution plan contributions. PALO ALTO – Charter City with Mayor and Vice Mayor appointed annually  Council Members receive $1,000.13 monthly 3 of 3 SAN JOSE – Charter City with a directly elected Mayor (4 year term)  Mayor receives $125,000 to $137,000 annually  Council Members receive $92,000 to $102,000 annually  Health, dental, life and other benefits in accordance with benefits provided to management employees in Unit 99 including vision insurance, flexible spending accounts, medical reimbursement account and dependent care assistant program, deferred compensation.  Retain current retirement benefits offered under the CalPERS Tier 2 Plan and the PTC 457 Defined Contribution plan.  Vehicle allowance of $500 per month for the Mayor and each Council Member  Council Members are required to pay $250 for each unexcused absence at scheduled Council meetings, pursuant to City Charter. SANTA CLARA – Charter City with Mayor appointed for a four-year term No response received. SARATOGA – General Law City with Mayor and Vice Mayor appointed annually No response received. SUNNYVALE – Charter City with Mayor appointed for two-year term in even-numbered years  Mayor receives $1,468.20 bi-weekly, $38,178.08 annually  Council Members receive $1101.14 bi-weekly, $28,692.60 annually  For each non-excused absence from a Council meeting there will be a reduction equivalent to 20% of the monthly compensation.  Medical: City pays the required MEC of $128 monthly and provides an additional monthly cafeteria contribution of $934.26 Council Member only, $1,996.52 Council Member +1, or $2,633.88 Council Member + family that is used to pay the difference between the MEC and actual medical premium costs. These amounts may cover Council Member plus family medical benefits depending upon plan selection.  Dental: Council Member only is paid 100% by the City. Council Members choosing other coverage levels will pay the difference in cost between their coverage level and the Council Member only premium.  Vision: Council Member only is paid 100% by the City. Council Members choosing other coverage levels will pay the difference in cost between their coverage level and the Council Member only premium.  Retiree Medical: Council Member must retire from the City within 120 days of his/her separation date from the City.
