ROLL CALL Present: Mayor Rob Rennie, Vice Mayor Steve Leonardis, Council Member Marcia Jensen, Council Member Marico Sayoc, Council Member Barbara Spector. Absent: None PLEDGE OF ALLEGIANCE William Cramer led the Pledge of Allegiance. The audience was invited to participate. PRESENTATIONS Mayor Rennie presented a commendation to the American Red Cross in recognition of American Red Cross Month. Duino Giordano, American Red Cross Silicon Valley Chapter, thanked the Town and spoke briefly on their programs. OUR TOWN… Shannon Lombardo, Deputy Clerk - Presented information on Boards, Commissions, and Committees; announced that the Mid- Year Adult Commissioner Recruitment is underway, applications are due March 23, 2018 , at 5 p.m.; and the Annual Youth Commissioner Recruitment is also underway, applications are due May 4, 2018 at 5 p.m. CLOSED SESSION REPORT Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on the agenda and there is no report. COUNCIL/TOWN MANAGER REPORTS Council Matters - Council Member Barbara Spector stated she met with members of the business community. - Council Member Marico Sayoc stated she attended the Cities Association Executive Board and its Legislative Action Committee. PAGE 2 OF 7 SUBJECT: MINUTES OF THE TOWN COUNCIL MEETING OF MARCH 6, 2018 MARCH 6, 2018 Council Matters – continued - Mayor Rob Rennie stated he judged the Lions Club speech contest, and he attended the Emergency Operations Council (EOC) meeting, a traffic solutions summit led by Silicon Valley Leadership Group, a ribbon cutting for Comfort Keepers, a meeting with the new Silicon Valley Clean Energy Authority (SVCEA) chair, a meeting with the Los Gatos Chamber of Commerce and the Town Manager, the West Valley Mayors and Managers meeting with Town Manager Prevetti, a ribbon cutting for Southern Kitchen for their 25 year anniversary, the Police Foundation Ball fundraiser, and the Silicon Valley Legislative Committee meeting. - Vice Mayor Steve Leonardis stated he had nothing to report. - Council Member Marcia Jensen stated she met with the Los Gatos Chamber of Commerce Executive Board. Manager Matters No report. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approve Council minutes of February 20, 2018. 2. Approve Closed Session Council minutes of February 28, 2018. 3. Authorize the Town Manager to submit a grant application in the Transportation Fund for Clean Air Program to the Santa Clara Valley Transportation Authority for a school ride sharing pilot service. 4. Annexation Application AN17-007. Project Location: 16466 Hilow Road. Property Owner/Applicant: Melanie Griswold Demertzis. Adopt a resolution to set a date for consideration of reorganization of an uninhabited area designated as Hilow Road No. 9, approximately .027 acres on property pre-zoned R-1:8 APN 532-04-074. RESOLUTION 2018-007 MOTION: Motion by Council Member Marcia Jensen to approve Consent items 1 through 4. Seconded by Vice Mayor Steve Leonardis. VOTE: Motion passed unanimously. VERBAL COMMUNICATIONS Bob Burke - Commented on traffic congestion and trip generation methodology. OTHER BUSINESS 5. Summer Cut Through Traffic: a. Forego a temporary closure at South Santa Cruz Avenue and Wood Road for summer 2018; b. Approve a budget adjustment in the amount of $25,000 to implement temporary street closures in Almond Grove for summer 2018; and/or c. Provide other direction for summer 2018. Catherine Somers, Los Gatos Chamber of Commerce Executive Director - Commented on the traffic challenges and proposed allowing Thursday evening closures of North Santa Cruz Avenue for events during the summer. MOTION: Motion by Mayor Rob Rennie to not close Wood Road at Hwy 17 and add $9,000 to the Special Events grant fund to support three Thursday evening street closures during the summer. Seconded by Council Member Marcia Jensen. VOTE: Motion passed 3/2. Council Members Marico Sayoc and Barbara Spector voting no. MOTION: Motion by Vice Mayor Steve Leonardis to give staff the discretion to use up to $50,000 for barricades to close Almond Grove at Massol, Tait, and Ridgecrest, and neighborhood turn restriction signage as needed. Seconded by Council Member Barbara Spector. VOTE: Motion passed 4/1. Council Member Marcia Jensen voting no. AMENDED: develop a trade-off of more residential building volume for less commercial building volume. Seconded by Council Member Marico Sayoc. VOTE: Motion passed 4/1. Council Member Barbara Spector voting no. MOTION: Motion by Council Member Marcia Jensen to continue the item to April 17, 2018. Seconded by Council Member Marico Sayoc. Provide direction on next steps to proceed with preparing ballot language to place a 1/8 cent general sales tax on the November 2018 ballot based on the Council Finance Committee input. MOTION: Motion by Council Member Marico Sayoc to move forward with an 1/8 cent general sales tax with the sample ballot language #2 contained on page 3 of the staff report. Seconded by Mayor Rob Rennie. VOTE: Motion passed 4/1. Council Member Barbara Spector voting no. 8. Approve a Comprehensive Permit Parking Program for the Area of Northeasterly of Los Gatos High School: 1) Discontinue the Neighborhood Parking Plan process; 2) Maintain all existing residential permit parking regulations for Alpine, Villa, Johnson, Jackson, New York, and Bella Vista Avenues, High School Court, Cross Way, and the Los Gatos Boulevard Extension; 3) Expand parking regulations to include additional streets within a half -mile of Los Gatos High School (portions of Charles Street, Los Gatos Boulevard, Stacia Street, Loma Alta Avenue, Johnson Avenue, and Bella Vista Avenue north of Highway 9). Sid Rampy - Commented on the safety concerns on Stacia Street. Allison Railo - Commented in opposition to the parking restrictions on Loma Alta. Christina Stuhlmuller - Commented in opposition to the parking restrictio ns on Loma Alta. Noelle Masters - Commented in support of the proposed parking plan. Angel Rampy - Commented on the safety concerns on Stacia Street. Closed Public Comment. Council discussed the matter. MOTION: Motion by Vice Mayor Steve Leonardis to continue to explore other options and institute the parking restrictions on Stacia street that are on Alpine Ave. Seconded by Mayor Rob Rennie. Mayor Rennie withdrew second. Council Member Barbara Spector seconded. VOTE: Motion failed 2/3. Mayor Rob Rennie, Council Member Marcia Jensen and Council Member Marico Sayoc voting no. PAGE 7 OF 7 SUBJECT: MINUTES OF THE TOWN COUNCIL MEETING OF MARCH 6, 2018 MARCH 6, 2018 Other Business Item #8 – continued MOTION: Motion by Council Member Marcia Jensen to continue the matter to a future date; staff to return to Council at the May budget session with a proposal that includes evaluation of safety, working more with the high school, different options/levers that can be moved, and ideas for the possible use of a consultant and estimated cost of the consultant. Seconded by Council Member Marico Sayoc. VOTE: Motion passed unanimously.
