MAY 21, 2019
The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday, May 21,
2019, at 7:00 p.m.
MEETING CALLED TO ORDER AT 7:00 P.M.
ROLL CALL
Present: Mayor Steven Leonardis, Vice Mayor Marcia Jensen, Council Member Rob Rennie,
Council Member Marico Sayoc, Council Member Barbara Spector.
Absent: None
PLEDGE OF ALLEGIANCE
Elijah George led the Pledge of Allegiance. The audience was invited to participate.
CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION)
1. Approve Council minutes of May 7, 2019.
2. Receive the Third Quarter Investment Report (January through March 2019) for Fiscal Year
2018/19.
3. Town Code amendment application A-19-002. Project Location: Town Wide. Applicant:
Town of Los Gatos. Adopt an Ordinance amending Chapter 29 (Zoning Regulations) of the
Town Code regarding the land use appeals process. ORDINANCE 2283
4. Adopt an ordinance of the Town of Los Gatos amending Chapter 28, Article IV, of the Los
Gatos Town Code entitled Horse Drawn Vehicles. ORDINANCE 2282
5. Hello Housing Budget Adjustment:
A. Authorize a revenue budget adjustment in the amount of $50,000 from the available
Below Market Price (BMP) Housing In-lieu deposit fund,
B. Authorize an expenditure budget adjustment in the amount of $50,000 to the BMP
Housing program to cover the additional services provided by Hello Housing.
6. Peace Officer Standards and Training (POST) Innovations Grant Program (IGP):
A. Accept a grant partnership for the Innovations Grant Program (IGP) from Peace Officers
Standards and Training (POST) to foster innovations in training and procedures for law
enforcement officers, with the goal of reducing the number of officer-involved
shootings statewide.
B. Authorize the Town Manager to execute all grant documents and agreements.
7. Authorize the Town Manager to purchase a replacement license plate recognition (LPR)
system from Tannery Creek Systems Inc. in an amount not to exceed $59,500.

Council Member Sayoc.

PUBLIC HEARINGS
8. Operating and Capital Budgets
A. Consider the Town of Los Gatos Proposed Operating and Capital Budget for FY 2019/20.
1. Consider recommended grant allocations from the Community and Senior Service
Commission and Arts and Culture Commission for the FY 2019/20 Community Grant
Programs.
2. Consider Town priorities for the allocation of an estimated $1.9 million from the
Surplus Property Reserve.
3. Consider Town priorities for the allocation of an estimated $1.0 million from the
proposed closing of Vehicle Maintenance and Stores Internal Service Funds.
4. Consider the Town of Los Gatos Donation Opportunities: FY 2019/20 List of Town
Needs.
B. Consider the Town of Los Gatos Proposed Capital Improvement Program for FY 2019/20
– FY 2023/24.
C. Consider recommended changes to the General Fund Reserve Policy to more accurately
reflect allocation options for additional discretionary payments (ADPs) of unfunded
pension/OPEB obligations.
Laurel Prevetti, Town Manager, presented the staff report.

Tyler Taylor, Executive Director of the Saratoga Area Senior Coordinating Council (SASCC)
- Provided information on the RYDE program and requested additional funding in addition to
the recommended grant by the CSSC for the program.
Kelly Lewis Brezoczky, Los Gatos High School New Millennium Foundation
- Commented on the Foundation and requested the full grant request be awarded.
Maureen Cappon-Javey, NUMU
- Requested $20,000 for new programs at NUMU that will begin this summer.

- Commented on the program and invited the Council to the Gala on August 8, 2019.

- Commented in support of the NUMU request for funding for the new programming.

- Commented on the program and requested the full grant request be awarded .
Pete Siemens, Mid-Peninsula Regional Open Space
- Requested funding for Bear Creek Stables.
Trinh Nguyen, Los Gatos Saratoga Recreation
- Commented on the programs and the recommended grant funding requested.
Marie Cameron
- Commented in support of the NUMU request for funding for the new programming.
Jordan Dancer, Next Door Solutions to Domestic Violence Grants Manager
- Commented on the program.
Catherine Somers, Los Gatos Chamber of Commerce Executive Director
- Requested one-time funding for the online social media destination marketing campaign.
Derek Thomas, Co-founder of Polygon
- Commented on the importance of social media marketing and in support of the Los Gatos
Chamber of Commerce request for funding for the destination marketing campaign .

Reconvened at 9:14 p.m.
Council discussed the matter.
MOTION: Motion by Council Member Rennie to return the RYDE program funding to
$17,000. Motion failed for lack of a second.

MOTION: Motion by Council Member Rennie to approve the recommended grant
allocations from the Community and Senior Services Commission and the Arts
and Culture Commission for the FY 2019/20 Community Grant Programs.
AMENDMENT: to add $3,000 to the Parents Helping Parents allocation and
$2,000 to the Next Door to Domestic Violence allocation. Seconded by Vice
Mayor Jensen.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Spector to allocate $27685 annually to power wash
the downtown sidewalks. Seconded by Council Member Sayoc.
VOTE: Motion passed unanimously.
MOTION: Motion by Council Member Sayoc to allocate 1.9M to pension reserve.
Seconded by Council Member Spector.
VOTE: Motion passed 3/2. Mayor Leonardis and Vice Mayor Jensen voting no.
MOTION: Motion by Mayor Leonardis to allocate the remainder of the surplus funds
to the downtown revitalization streetscape project. Seconded by Vice Mayor
Jensen.
VOTE: Motion passed 4/1. Council Member Spector voting no.
MOTION: Motion by Vice Mayor Jensen to approve the amendments to the General Fund
Reserve Policy. Seconded by Mayor Leonardis.
VOTE: Motion passed unanimously.
MOTION: Motion by Mayor Leonardis to approve the Proposed Operating and Capital
Budget for FY 2019/20 incorporating the approved allocations and the Capital
Improvement Program for FY 2019/20-FY 2023/34. Seconded by Council
Member Rennie.
VOTE: Motion passed unanimously with Council Member Spector voting no on the
Highway 17 Project #813-0327 in the CIP budget.

COUNCIL/TOWN MANAGER REPORTS
Council Matters
- Council Member Sayoc stated she attended the Silicon Valley Clean Energy Authority
(SVCEA) and the Cities Association Legislative Committee meetings, the Climate Action
Leadership Forum, and requested the Town investment policies be placed on a future
agenda to discuss only investing in environmentally and socially responsible investments.
Vice Mayor Jensen seconded the request.
- Council Member Spector stated she attended the Conceptual Development Advisory
Committee (CDAC) meeting and the Art in the Council Chambers (AICC) reception.
- Mayor Leonardis stated he attended the Youth Commissioner interviews, the Treatment
Plant Advisory Committee and West Valley Sanitation Board of Directors meetings, he
performed a ribbon cutting for Keller Williams Real Estate, he attended the Leadership Los
Gatos graduation lunch with Council Member Sayoc, he attended the AICC reception, and
he planted trees with students from Blossom Hill Elementary School at the Corporation
Yard.
- Vice Mayor Jensen stated she had nothing to report.
- Council Member Rennie stated he had nothing to report.
Manager Matters
- Announced the Parks and Public Works Open House for Public Works Week is Wednesday,
May 22, 9:00 a.m. to 12:00 p.m. at the Corporation Yard.
- Big Truck Day at the Library is Saturday, June 1 from 11:00 a.m. to 1:00 p.m.
- The Library summer reading program begins on June 1, 2019.
- Announced the Adult Commissioner application deadline is 4:00 p.m. June 7, 2019.
