Main Street Los Gatos, CA 95030 ● 406-354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE: 03/15/2019 ITEM NO: 10 DATE: MARCH 11, 2019 TO: MAYOR AND TOWN COUNCIL FROM: LAUREL PREVETTI, TOWN MANAGER SUBJECT: DISCUSS AND APPROVE THE POLICY COMMITTEE’S RECOMMENDATIONS FOR COMMISSION APPOINTMENTS POLICY 2-11 AND TOWN AGENDA FORMAT AND RULES POLICY 2-01 IN RELATION TO COMMISSIONER INTERVIEWS, ABSENCES, AND REMOTE MEETING PARTICIPATION RECOMMENDATION: Discuss and approve the Policy Committee’s recommendations for Commission Appointments Policy 2-11 and Town Agenda Format and Rules Policy 2-01 in relation to Commissioner interviews, absences, and remote meeting participation. BACKGROUND: At the February 26, 2019 Policy Committee meeting, the Committee discussed proposed modifications (Attachment 1) to the Commission Appointments Policy 2-11 and provided recommendations to bring forward to the Council. Provided below is a summary of the Committee’s deliberations on each area of Policy consideration considered at this Committee meeting. Attachments 2 and 3 contain redline versions of Policy 2-11 and Policy 2-01 with the proposed changes. Applicant Interviews The Committee recommends allowing a submission letter and remote participation for interview purposes only for incumbents. Remote Meeting Participation and Absences The Committee did not have consensus on an allowable number but felt a number that is less than half would be acceptable and looks forward to the discussion of the full Council for final PAGE 2 OF 2 SUBJECT: DISCUSS AND PROVIDE DIRECTION ON THE POLICY COMMITTEE’S RECOMMENDATIONS FOR COMMISSION APPOINTMENTS POLICY 2-11 AND TOWN AGENDA FORMAT AND RULES POLICY 2-01 IN RELATION TO COMMISSIONER INTERVIEWS, ABSENCES, AND REMOTE MEETING PARTICIPATION DATE: MARCH 11, 2019 BACKGROUND (continued): determination. In addition, the Committee recommends language be added to the Commission Appointment Policy regarding special meetings to make certain there are not abuses in the absentee policy. CONCLUSION: Based on deliberations at the Policy Committee, recommended modifications to the Policies are provided in Attachment 2 and Attachment 3 in redline format. Additional modifications may be necessary following the Town Council discussion. COORDINATION: The preparation of this report was coordinated with the Town Manager’s Office and the Town Attorney. FISCAL IMPACT: There is no fiscal impact. ENVIRONMENTAL ASSESSMENT: This is not a project defined under CEQA, and no further action is required. Attachments: 1.
