INTRODUCTION
The Town Council adopted the Town of Los Gatos 2020 General Plan on September 20, 2010
after an extensive two-year community process to update and build upon the strong
foundational framework established by the Town’s 2000 General Plan.
On May 5, 2015, the Town adopted its 2015-2023 Housing Element which is a required sub-
element of the General Plan. The State Housing and Community Development Department
certified the Housing Element on May 20, 2015.
Government Code Section 65400 mandates that cities and counties submit an annual report on
the status of their General Plan and any progress in its implementation to their legislative
bodies. Annual Progress Reports (APRs) must be presented to the local legislative body for its
review and acceptance, usually as a consent or discussion item on a regular meeting agenda.
2018 SIGNIFICANT PROJECTS
The following General Plan related implementation action item was completed during 2018:
• Housing Element (Action HOU-1.2)
Enhanced Second Unit Policy.
An update to the Town Code that allows for an incentive program, allows accessory
dwelling units on non-conforming residential lots, and allows accessory dwelling units in
the Hillside Residential zone was approved by Town Council on February 6, 2018.
The following significant Planning efforts made progress or were completed in 2018:
• General Plan Update
The Town Council authorized the Town Manager to enter into an agreement with a
consultant for the General Plan Update and created a General Plan Advisory Committee .
Work on the update is anticipated to be completed in 2020.
• 401-409 Alberto Way Applications
The Town Council conducted public hearings and approved the Alberto Way
applications with modifications. The Alberto Way applications allow for the
construction of a 69,000 square foot office building.

• North 40 Specific Plan Amendments
Following the decision on the Phase 1 applications for the North 40 Specific Plan Area
the Town resumed consideration of potential amendments to the North 40 Specific
Plan. The Town Council continued consideration of potential amendments into 2018
and adopted amendments that allow options for Development Agreements and Planned
Developments.
• Town Code Amendments (Fences)
Amendments to the Town Code regarding fences (non-hillside) were adopted by the
Town Council.
• Town Code Amendments (Planned Developments and Conditional Use Permit Table)
Amendments to the Town Code regarding Planned Development Overlays and the
Conditional Use Permit Table regarding residential uses in commercial zones were
adopted by the Town Council.
HOUSING ELEMENT ANNUAL PROGRESS
The Housing Element Annual Progress Report for 2018 is attached as Exhibit A.
PROPERTIES ANNEXED TO THE TOWN IN 2018
The Town Council approved the following annexations to the Town of Los Gatos from
Unincorporated Santa Clara County in 2018:
• Shannon Road No. 27: 14915 Shannon Road (approximately 28.61 acres)
Approved January 6, 2018
• Hilow Road No. 7: 16386 Hilow Road (approximately 0.27 acres)
Approved February 6, 2018
• Hilow Road No. 9: 16466 Hilow Road (approximately 0.27 acres)
Approved March 20, 2018
• Linda Avenue No. 5: 15933 Linda Avenue (approximately 0.21 acres)
