SUBJECT: ADOPT A RESOLUTION UPDATING THE TOWN MANAGER’S AUTHORITY
DURING OFFICIAL PERIODS OF TOWN COUNCIL RECESS AND RESCIND
RESOLUTION 2002-119
RECOMMENDATION:
Staff recommends that the Town Council adopt a Resolution (Attachment 1) updating the Town
Manager’s Authority during official periods of Town Council recess and rescind Resolution
2002–119 (Attachment 2).
REMARKS:
In July 2002, the Town Council adopted Resolution 2002 -119, authorizing the Town Manager to
execute documents and agreements during periods of official Town Council recess to avoid the
possibility of critical scheduling delays or increased expenses resulting from delays during the
official Council recess. At that time, agreements and actions in excess of $25,000 required
Town Council approval. Subsequently, the dollar amount requiring Town Council approval was
raised to $50,000.
Staff recommends that the Town Council adopt a Resolution to update the Town Manager’s
authority during official periods of Town Council recess that reflects the current dollar limit and
rescind Resolution 2002–119.
FISCAL IMPACT:
The consideration and adoption of the Resolution would ensure the continuity and efficiency of
Town services during periods of Council recess. Any actions taken by the Town Manager during

a recess would be reported at the first Council meeting after the recess. If any of the
Manager’s actions required a budget adjustment, the Town Council would consider it at that
time.
