AUTHORIZE THE TOWN MANAGER TO EXECUTE AN ANNUAL AGREEMENT FOR SERVICES WITH THE LOS GATOS CHAMBER OF COMMERCE TO MANAGE THE TOWN’S INFORMATION CENTER AND ASSIST WITH THE COORDINATION OF THE LEADERSHIP LOS GATOS PROGRAM, FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $60,000; AND, B. AUTHORIZE A FY 2019/20 EXPENDITURE BUDGET ADJUSTMENT IN THEAMOUNT OF $15,000 TO COVER THE ADDITIONAL SERVICES PROVIDED BY THE CHAMBER OF COMMERCE. RECOMMENDATION: A. Authorize the Town Manager to execute an annual agreement for services with the Los Gatos Chamber of Commerce to manage the Town’s Information Center and assist with the coordination of the Leadership Los Gatos program, for a total contract amount not to exceed $60,000; and, B. Authorize a FY 2019/20 expenditure budget adjustment in the amount of $15,000 to cover the additional services provided by the Chamber of Commerce. BACKGROUND: At the Town Council’s June 4, 2019 meeting, the Chamber of Commerce’s annual agreement for services was discussed. Additional funds were requested by the Chamber of Commerce (Chamber). The Council agreed to increase the Chamber’s budget by $15,000 for Visitor Information Center services and clarified that the Visitor Center services that benefit Town wide stakeholders including visitors, residents, and all business districts/area within Los Gatos. PAGE 2 OF 2 SUBJECT: ANNUAL AGREEMENT WITH THE LOS GATOS CHAMBER OF COMMERCE DATE: JUNE 11, 2019 S:\COUNCIL REPORTS\2019\06-18-19\02 Chamber Agreement\Staff Report.FINAL.docx DISCUSSION: The Agreement for Services (Attachment 1) and the Scope of Services (Attachment 1, Exhibit A) reflect the updated agreement and increased payment amount of $55,000 for the Visitor Information Center services. No changes were made to the Leadership Los Gatos payment amount or structure, which remains at a not to exceed amount of $5,000 ($4,000 coordination fee and a not to exceed amount of $1,000 for expenses exceeding tuition collected). CONCLUSION: The Chamber of Commerce is a key community partner that promotes and supports businesses in Los Gatos through events and programs that benefit businesses beyond their membership. Thus, staff is recommending that the Council authorizes a FY 2019/20 expenditure budget adjustment in the amount of $15,000 to cover the additional services provided by the Chamber of Commerce and authorize the Town Manager to execute an annual agreement for services with the Los Gatos Chamber of Commerce to manage the Town’s Information Center and assist with the coordination of the Leadership Los Gatos program for a total contract amount not to exceed $60,000 . FISCAL IMPACT: $45,000 of the funding for this agreement, had been included in the Town’s FY 2019/20 Proposed Operating and Capital Budget adopted by the Town Council on June 4, 2019. The requested expenditure budget adjustment in the amount of $15,000 will provide a total of $60,000 funding for the contract. Funds for the requested budget adjustment are available in the estimated FY 2019/20 surplus. ENVIRONMENTAL ASSESSMENT: The proposed agreement is not a project under the California Environmental Quality Act and no environmental analysis is required. Attachment: 1.
