SUBJECT: CONDUCT MID-YEAR APPOINTMENTS FOR ADULT COMMISSIONER
VACANCIES ON BOARDS, COMMISSIONS, AND COMMITTEES
RECOMMENDATION:
Conduct the appointment process for the following unfilled vacancies: Community and Senior
Services Commission (CSSC), Council Finance Committee (CFC), Historic Preservation
Committee (HPC), Library Board (LIB), and Sales Tax Oversight Committee (STOC). No
applications were received for the Personnel Board or the Transportation and Parking
Commission (T&P).
DISCUSSION:
Council will interview applicants for vacant Board, Commission, and Committee positions
(Attachment 1) at a Special Meeting on June 18, 2019, at 6:00 p.m.
Staff recommends Council appoint Commissioners for each Board/Commission/Committee per
Council Policy 2-11 (Attachment 2) as follows:
Community and Senior Services Commission (CSSC)
One (1) two (2) year position is open due to an unexpired vacancy; and one (1) partial one (1)
year term is open due to one (1) unexpired vacancy.
• Full Term Appointment - One (1) unexpired term to expire December 31, 2019 plus the
full term of three (3) years to expire December 31, 2022.
• Partial Term Appointment - One (1) unexpired term to expire December 31, 2020.

Council Finance Committee (CFC)
One (1) partial one (1) year position is open due to one (1) unexpired vacancy.
• Full Term Appointment - One (1) unexpired term to expire December 31, 2019 plus four
(4) years to expire December 31, 2023 to enable staggering of the terms of the three
positions. The remaining two positions expire December 31, 2019 and with the fall
recruitment staff recommends those be staggered with one two year and one three
year appointment.
Historic Preservation Committee (HPC)
One (1) partial one (1) year position is open due to one (1) unexpired vacancy.
• Full Term Appointment - One (1) unexpired term to expire December 31, 2019 plus the
full term of four (4) years to expire December 31, 2023.
Library Board (LIB)
One (1) partial three (3) year position is open due to one (1) unexpired vacancy.
• Partial Term Appointment - One (1) unexpired term to expire December 31, 2021.
Sales Tax Oversight Committee (STOC)
Seven (7) positions open for the newly formed Committee. Four (4) full term, four (4) year
positions and three (3) three (3) year positions.
• Full Term Appointment – Two (2) full terms of four (4) years to expire December 31,
2022.
Personnel Board
One (1) full term, five (5) year position is open due to one (1) unexpired vacancy; and one (1)
one (1) year partial term is open due to one (1) unexpired vacancy.
• No applications were received.
Transportation and Parking Commission (T&P)
One (1) full term, three (3) year position is open due to one (1) unexpired term; and one (1) one
(1) year term is open due to an unexpired term.
• No applications were received.

CONCLUSION:
It is recommended that Council appoint applicants to fill vacant Town Board, Commission, and
Committee positions and upon completion of the appointment process, direct the Town Clerk
to re-advertise any vacant positions with the annual recruitment for Adult Commissioners
scheduled to begin September 2019 with interviews to be held on November 5, 2019.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
FISCAL IMPACT:
There is no fiscal impact with the appointments to the Town’s Boards, Committees, and
Commissions.
