RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF LOS GATOS
MAKING DETERMINATIONS AND APPROVING THE ANNEXATION OF TWENTY FOUR
(24) UNINCORPORATED COUNTY ISLANDS ENTITLED LG 01; LG 02-02; LG 03; LG 04;
LG 05; LG 06; LG 07; LG 09; LG 10; LG 11; LG 12; LG 14; LG 15-01; LG 15-02; LG 16; LG
17-01-01-01; LG 17-01-01-02; LG 17-01-02; LG 17-02; LG 17-03; LG 17-04; LG 17-05;
LG 18-01; and LG 18-02; BEING APPROXIMATELY 116.1 ACRES.
WHEREAS, on June 4, 2019 the Town Council conducted a public hearing and adopted
Resolution No. 2019-032 initiating proceedings for annexation of the twenty four (24)
unincorporated county islands LG 01; LG 02-02; LG 03; LG 04; LG 05; LG 06; LG 07; LG 09; LG 10;
LG 11; LG 12; LG 14; LG 15-01; LG 15-02; LG 16; LG 17-01-01-01; LG 17-01-01-02; LG 17-01-02;
LG 17-02; LG 17-03; LG 17-04; LG 17-05; LG 18-01; and LG 18-02 within the Town's Urban
Service Area (USA) as depicted in Exhibit A; and
WHEREAS, California Government Code Section 56375.3 provides for a streamlined
process for cities/towns to initiate changes of organization or reorganization for pockets of
unincorporated territory that meet specified criteria; and
WHEREAS, the State legislature has adopted the objective for Local Agency Formation
Commission's (LAFCO's) to promote orderly boundaries and the efficient delivery of services;
and
WHEREAS, the continuation of unincorporated pocket areas is inconsistent with State,
County, and local policies that discourage the continuation of unincorporated pocket areas
surrounded substantially, or completely, surrounded by cities/towns; and
WHEREAS, as provided in Government Code Section 56757, the Town Council of the
Town of Los Gatos shall be conducting authority for the annexation to the Town.
NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Los Gatos as
follows:
A. The following findings are made by the Town Council of the Town of Los Gatos:
a. The unincorporated islands do not exceed 150 acres in area, and are
substantially, or completely, surrounded by the Town of Los Gatos and are
located within the urban service area of the Town as adopted by LAFCO;
b. The proposed annexation constitutes a reorganization containing a number of
individual unincorporated islands;
c. That the proposal does not create islands or areas in which it would be difficult
to provide municipal services;
d. The unincorporated islands are not a gated community, and are substantially
developed, in that:
i. Public utility services are available;
ii. Public improvements have been installed;
iii. Physical improvements are located upon the parcels within the area.
e. That the unincorporated pockets are not considered prime agricultural land;

f. The unincorporated islands will benefit from the annexation or is receiving
benefits from the annexing Town;
g. That the unincorporated islands are contiguous to existing Town limits;
h. That the proposed annexation is consistent with the Town's General Plan; and
i. That the Town has complied with all conditions imposed by LAFCO for inclusion
of the unincorporated islands in the Town's urban service area
B. That the Town Council of the Town of Los Gatos hereby approves the annexation of the
twenty four (24) unincorporated county islands entitled LG 01; LG 02-02; LG 03; LG 04;
LG 05; LG 06; LG 07; LG 09; LG 10; LG 11; LG 12; LG 14; LG 15-01; LG 15-02; LG 16; LG 17-
01-01-01; LG 17-01-01-02; LG 17-01-02; LG 17-02; LG 17-03; LG 17-04; LG 17-05; LG 18-
01; and LG 18-02 (as depicted in Exhibit A) into the Town of Los Gatos and their
concurrent detachment from the County Library Services area, that upon completion of
the reorganization proceedings, the areas reorganized will be taxed on the regular
county assessment roll.
PASSED AND ADOPTED at a regular meeting of the Town Council of the Town of Los Gatos,
California, held on the 18' day of June 2019, by the following vote:
