Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE 05/07/2019 ITEM NO: 5 DATE: APRIL 26, 2019 TO: MAYOR AND TOWN COUNCIL FROM: LAUREL PREVETTI, TOWN MANAGER SUBJECT: ADOPT A RESOLUTION AUTHORIZING THE TOWN MANAGER TO FILE AN APPLICATION FOR FY 2019/20 METROPOLITAN TRANSPORTATION COMMISSION TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FUNDS IN THE AMOUNT OF $34,456 TO PARTIALLY FUND THE CONCEPTUAL ENGINEERING PHASE FOR THE NINO AVENUE OR BLOSSOM HILL ROAD BICYCLE AND PEDESTRIAN BRIDGE OVER HIGHWAY 17 RECOMMENDATION: Adopt a resolution (Attachment 1) authorizing the Town Manager to file an application for FY 2019/20 Metropolitan Transportation Commission (MTC) Transportation Development Act (TDA) Article 3 funds in the amount of $34,456 to partially fund the Conceptual Engineering Phase for the Nino Avenue or Blossom Hill Road Bicycle and Pedestrian Bridge over Highway 17. BACKGROUND: The Santa Clara Valley Transportation Authority (VTA) issued a call for bicycle and pedestrian projects in March this year for the TDA Article 3 funding program. This is an annual program and the Town receives a portion of TDA funds based on population. The Town has been allocated a formulaic share of $34,456 for FY 2019/20. At the May 1, 2018 meeting, the Town Council adopted a resolution authorizing a TDA FY 2018/19 application in the amount of $52,995 to fund a portion of the Conceptual Engineering Phase for the Nino Avenue or Blossom Hill Road Bicycle and Pedestrian Bridge over Highway 17. The Conceptual Engineering phase for the project was included in the FY 2018/19 Capital Improvement Program (CIP) budget for a total of $200,000. The balance of $147,005 was budgeted from Traffic Impact Mitigation Fees. This phase will review potential bridge alignments and provide an assessment of the feasibility of each, with the selection of the preferred alignment becoming a Coun cil action as a result of this design work. This phase will initiate the project development process and prepare the project to be “shovel ready.” Since the Council’s action in 2018, PPW staff has worked on a draft scope of work in preparation for a Request for Proposals for an engineering consultant. Staff has learned from other public agency staff and consultants that the cost of engineering work has increased since development of the FY 2018/19 CIP. As such, the cost of this phase is estimated to be more than the budgeted $200,000 and is estimated to take up to 18 months to complete. The FY 2019/20 TDA funds will help augment the current budget to advance the conceptual engineering phase. Completion of this first phase will enhance the Town’s future access to a combination of funds available through competitive opportunities. In future years, additional funds will be needed for environmental clearance, right-of-way, and final design. It is estimated that an additional $800,000 will be required to complete all engineering and design work, over approximately three to five years. The construction costs are estimated to be in the $5 to $10 million range. CONCLUSION: Staff recommends that the Council adopt a resolution authorizing the Town Manager to file an application for 2019/20 MTC TDA Article 3 funds in the amount of $34,456 to partially fund the Conceptual Engineering Phase for Nino Avenue or Blossom Hill Road Bicycle and Pedestrian Bridge over Highway 17. Actual construction of a bridge is a project as defined under CEQA and an environmental analysis will be prepared in the future phase of the project development. FISCAL IMPACT: The recommended action will result in $34,456 in grant revenue for the project. The project budget will be adjusted upon receipt of the funds.
