A. ACCEPT A GRANT PARTNERSHIP FOR THE INNOVATIONS GRANT
PROGRAM (IGP) FROM PEACE OFFICER STANDARDS AND TRAINING
(POST) TO FOSTER INNOVATIONS IN TRAINING AND PROCEDURES FOR
LAW ENFORCEMENT OFFICERS, WITH THE GOAL OF REDUCING THE
NUMBER OF OFFICER-INVOLVED SHOOTINGS STATEWIDE.
B. AUTHORIZE THE TOWN MANAGER TO EXECUTE ALL GRANT
DOCUMENTS AND AGREEMENTS.
RECOMMENDATION:
Staff Recommends that the Town Council:
A. Accept a grant partnership for the Innovations Grant Program (IGP) from Peace Officer
Standards and Training (POST) to foster innovations in training and procedures for law
enforcement officers, with the goal of reducing the number of officer-involved
shootings statewide.
B. Authorize the Town Manager to execute all grant documents and agreements.
BACKGROUND:
Police Department staff recently applied for a grant for the Innovations Grant Program (IGP)
through the Peace Officer Standards and Training (POST) grant program. The Police
Department was awarded the grant request.

DISCUSSION:
POST was established by the California Legislature in 1959 to set minimum selection and
training standards for California law enforcement. Participating agencies agree to abide by the
standards established by POST, as outlined in POST regulations.
Pursuant to California Penal Code §13509, POST has developed the Innovations Grant Program
(IGP). The IGP is designed to grant funds on a competitive basis to qualified public and private
entities for the purposes of fostering innovations in training and procedures for law
enforcement officers with the goal of reducing the number of Officer-involved shootings
statewide. Grants were awarded to develop and deliver training and/or workshops in one of
five Program topic areas: Implicit Bias, Use of Force and De-escalation, Cultural Diversity and
Awareness, Community Policing, and Wellness Programs for Law Enforcement Officers. Los
Gatos-Monte Sereno Police Department has maintained a functional training program for use
of force and de-escalation in strict accordance with Peace Officer Standards and Training
(POST).
Police Department staff prepared an application in February 2019 for a POST grant in the
amount of $77,698, and the grant was awarded April 1, 2019. This grant focuses on the
development of a two-year work plan and updated training program for use of force and de-
escalation skills for sworn Officers. Grants were restricted to qualified public or private entities
and include community-based non-profit organizations [California registered, 501(c)(3)
organizations], law enforcement agencies, educational or law enforcement training institutions,
and private for-profit organizations. The Town Council is required to accept the grant to fulfill
the grant requirements.
CONCLUSION/NEXT STEPS:
The grants award performance period is April 1, 2019 through March 31, 2021, with reporting
requirements over the performance period. Police Department staff will work to implement
the associated projects and provide the necessary reports to POST for reimbursement.
COORDINATION:
This report has been coordinated with the Finance Department.
FISCAL IMPACT:
The receipt of this grant will support the Town in the costs associated with advancing these
priorities. Funds for this grant have been incorporated in the proposed FY 2019/20 Operating
and Capital budget. Approval of this action will allow for the necessary budgetary actions to
receive the funds.
