ROLL CALL PRESENT . Ruth Cannon ;Thomas J . Ferrito ; Mardi Gualtieri , Peter W . Siemens and Mayor John B . Lochner . ABSENT :None . PLEDGE OF ALLeGIANCE Given by all in attendance . Letter from King Quong Children's Center, requesting the us e of the Civic Canter facilities to accomodate the 190 annua l Strawberry Festival to be held June 7th and 6th,1930 .Dr . VERBA L COMMUNICATIONS Mr . Gilliam Quigley, 103 Belridge Drive, stated that since Arie s .subdivision started to be built the residents in the area have been plagued with motorbikes, and speeders .They are not gettin g Police protection as they should and requests increase of Polic e service in the area . After further discussion re gates tha t were to, be installed on the construction site,Council requeste d Manager to review this and report back to Council at the next meeting . Howard Donald,107 Belridge Dr . , spoke in support of Mr . Quigley's request . Mr . George Watson, 17100 Los Robles Way, presented a petitio n signed by 10 property owners, requesting rezoning of the hill - side area around Los Robles Way . After some discussion, Mr . Ferrito moved petition be forwarded to Planning Commissio n with request that further study be made in the Los Robles are a and report back to Council February 19, 1980 . Eric Wright, 56 Ellenwood Avenue,-Secretary General of Los Gato s High School Club, Model United Nations, stating the club ha s been invited to attend the Nationa1 in New York City representin g the United States . The estimated cost would be $15,400 .00 and as this would be quite an honor, for the club was asking fo r monetary support from the Council .. After some discussion i t was suggested that the students contact the different organiza- tions and request help as Council would be unable to help the m monetarily . Council to draft a resolution commending the Club . BID AWARD Mrs . Cannon moved Council approve staff recommendation an d award the bid to School Enterprises, Inc . in the amount o f £17,453 .67 and approve a supplemental appropriation of $6,00 0 to account 583-1 of the Federal Revenue Sharing budget . Gualtieri stated the members of the "Multi-Modal Task Force " at their last meeting asked that Mayors and Managers go t o their Councils and . ask if the Councils would join,the reques t that TDA Funds be spent to provide bicycle facilities in the Route 85 Corridor . Discussion was held as to what TDA . Fund s the Town has to date . Mr . Warnick explained the program r e TDA Funds and that the allocations are based on population . Mrs . Gualtieri moved that Council . concurs this is good idea and . submit a letter to Task Force as to Council's position .,Mr . Ferrito seconded . Unanimously carried . Mayor Lochner stated a copy of staff report be mailed to Mrs . Ginzton indicatinghowthe Town is spending their money in regards to funds. Mrs. Gaultieri moved Council submita letter to Multi-Modal Task Force Committee explaining the Town's position as to what our funds have been allocated for and the reason's for it and also indicate our support in the future of reviewing other funds for right-of-way use. Ferrito seconded . Unanimously carried Mrs Cannon state d she would like to be appointed' to the committee if and when one is formed . AttorneyH ill reported on the status of rent control committee . it was general consensus of the committee that to date they d o not have enough,data to allow for a reasonable-ordinance t o be drafted but a draft ordinance with comments will be ready fo r the meeting of January 21, 1980Mr . Martin spoke on the lac k of data as stated by Mr .Hill. Mary Alice Blice stated sh e wished to thank Mr . Ferrito, Mr . Siemens and Mr Hill for al l their help working with the committee . Further discussion was held as to further complaint s of rent gouging,if committee was receiving input from othe r sources,etc .Mr Hill stated committee has a meeting schedule d for Monday, January 14, 198O .It was consensus of Council tha t notice should be given that hearing will be held on Rent Contro l Ordinance at the January 21st Council meeting . A fter furthe r discussion, Mr. Siemens on consensus motion, moved Sec . 27-5 4 be amended by adding 'Curbs and gutters may be deleted i n spacial circumstances'. ELECTION FILING FEES Discussion was held as to whether there should be a filing fe e set for the April 8, 1980 election . I t had been consensus o f Council at the last meeting to keep the filing fees and th e number of words used in qualifications the same as befor e (which was $25.00 filing fee and 200 words to be used in qual- ification statements).Mrs .Cannon moved for adoption o f Ordinance entitled ORDINANCE OF THE TOWN OF LOS GATOS SETTIN G A FEE FOR PROCESSING CANDIDATES' NOMINATION PAPERS . Motio n died for lack of second, so there will be no filing fee required . SUPPLEMENTA L APPROPRIATIO N NEIGHBORHOOD CENTER Mr . Santa Cruz Avenue is in violation of building codes and zoning code s and is requesting Council's approval to file civil action against Mr . Johns . Mrs .
