Perry, Interim Town Manager, stated the initiation of Goal s OBJECTIVES and Objectives is a positive step by the Council and no moder n city can operate without them today . If the Objectives are t o initiate policy decisions by the Council as to results in th e next fiscal year then the criteria is to evaluate eac h departments objectives . Some particular objectives are : 1.Service levels to be provide d 2.Program effectivenes s 3.Operational efficienc y 4.Projects to be completed . Mr . Perry recommended the issue of salary increases be discusse d and the 102% be granted to all department heads with questio n to the Planning Department . He questioned whether the effor t was compatible with what would be expected of a professiona l Planning Department . Mr . Siemens moved to adopt the Interi m Manager's recommended action of a 102% increase . A 102% increas e to all department heads except Planning, Manager (because o f vacancy) and Public Works Director (because of vacancy). Mrs . Cannon stated she could not second the motion or support i t because she feels that no department head should be deleted . She also stated they have had no training in the system the y have been asked to provide input for . Mr . Ferrito seconde d the motion . Mrs . Rasmussen stated she could not support th e part of the motion regarding the Planning Director . She feel s the Interim Town Manager stated there was a difference o f understanding and are not on tne same level in all departments , and there was a lack of guidance . This could be a reason an d the work load could be a reason . Mrs . Rasmussen stated th e part of the motion she could support was holding of salar y increases for the manager, and public works director unti l they have been replaced, and the granting of the GSA increase . Jill Cody recommended they be hired b y the Town at $5 .00 per Hour with no benefits . Jill Cody is t o contact the Council of Ageing and ask about an extension of th e contract and how long it will be for and report back to Council a t the October 27th, 1980 meeting . Mr . Siemens moved to .accept a supplemental budget appropriatio n PREVENTION -in the amount of $2,457 .00 for the Burglary Prevention Gran t GRANT PROGRAM Program . Mrs . Cannon seconded . Unanimously carried . OTHER BUSINESS Mr . Siemens requested Town Attorney to draft an ordinance t o set up a hearing process for appeals on building permits, etc . Mr . Siemens requested a report from staff on a median barrier , no left turn, or two-way left turn on Los Gatos Boulevard i n front of Kentucky Fried Chicken . Mr . Siemens also discussed a memo from the Chief of Police i n regards to the problems the church is having with the Los Gato s High School Students . And the possible abandonment of par t of the cul de sac so the school could have more control of th e students . Mrs . Rasmussen questioned the possibility of havin g a closed campus . Mr . Ventura reported on the downtown traffic diversion and th e complaints from residents of the Almond Grove area . Mr . Siemens also requested looking into putting a loading zone i n front of C .B . Hannigans to keep large trucks from double parkin g on Bachman Avenue . Mr . Ventura requested from Mr . Ferrito received a survey outlining energy programs bein g designed by the cities of Santa Clara County and also a surve y of State energy projects . He requested a staff report fro m the Manager on both surveys to show where the Town can star t adopting new energy techniques . Mr . Ferrito received a letter from the City of Stockton,askin g the Town to join them in opposing the new P .G . & E . increase .
