M 02-28-00TOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/PARKING AUTHORITY JOINT REDEVELOPMENT AGENCY February 28, 2000/Minutes TOWN COUNCIL The Town Council/Parking Authority/Redevelopment Agency of the Town of Los Gatos met in the Council Chambers of the Town Hall, 110 East Main Street, at 7:30 p.m., Monday, February 28, 2000, in joint regular session. ROLL CALL Present:Council Members: Randy Attaway, Jan Hutchins, Linda Lubeck, Joe Pirzynski, and Mayor/Chairman Steve Blanton. Parking Commissioners: Richard Anderson, Randi Chen, Rex Morton and Kurt Lemons. PLEDGE OF ALLEGIANCE Given by all in attendance. CLOSED SESSION Mayor Blanton announced that Closed Session had not been held this evening. DOWNTOWN PARKING ISSUES (01.40) Mayor Blanton announce that this was the time and place so noted for Council to consider possible solutions to parking issues downtown and in the Edelen and Almond Grove neighborhoods. The following people addressed Council concerning this issue: Ginger Rowe, 108 N. Santa Cruz Ave, explained how the residents and business owners worked together to formulate ideas and solutions, and suggested direction for Town to move in. Rick Giordina, 16190 Harwood Road, the facilitator that worked with the community to formulate and focus the issues for tonight’s presentation. He presented the downtown community consensus of solutions. Tom Boyce, presented initiatives in cluster format. Comprehensive Core Solutions were described. Immediate Core Solutions were listed, and 2 long term planning options were addressed. Written materials were distributed along with this presentation. Justin Zuwatski, Pastor at St. Mary’s, spoke about the possibility of St. Mary’s agreeing to a parking lot designed with one level up adjacent to its school. Barbara Spectre, 121 Edelen Ave, reaffirmed the 24 hour permit parking now in effect in the Edelen Neighborhood and the need for its continuation. Cathy Griffin, Almond Grove resident, reaffirmed the need for 24 hour preferential parking, citing St. Mary’s as a entity which has a heavy impact on the availability of parking for the residents. Phil Michhetti, 220 Alexander Ave, St. Mary’s parishioner, noted that the members did not all attend at one time, and approximately 700 families attend on a weekend divided among several services. Beth Zinteck, 106 Tait Ave, asked that the people serving on this residential- business coalition be notified as to the work and planning that the staff and Council are doing. They would like to continue participating in the solutions. No one else from the audience addressed this issue. DOWNTOWN PARKING ISSUES CONTINUED Council Comments: Mayor Blanton requested that the Parking Commission consider the plan and ideas presented tonight and submit its thoughts to Council for the next meeting March 13, 2000. Mr. Pirzynski asked that the coalition stay focused and share their thoughts with Council and Commission. He asked that staff and Commission work together with the coalition. Mr. Morton noted that the Parking Commission meetings will begin at 7:30 in the evening instead of the morning so that more people will be able to attend. He said they would continue the March 2nd meeting to March 13th and would hold additional meetings if there was a need and look forward to hearing from the residents and business owners. Additional Speakers: MarLyn Rasmussen, 119 Tait, asked that all residential downtown preferential parking be made 24 hour which would ensure a timely parking lot solution. Penny Senk, 153 Wilder, speaking for Diane Ruddy told of her commitment to finding parking alternatives for the downtown. She also spoke for Elaine Schumann, a resident of Wilder, who is looking for relief of the parking situation in her residential neighborhood.
