M 04-12-99TOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/PARKING AUTHORITY JOINT REDEVELOPMENT AGENCY April 12, 1999/Minutes TOWN COUNCIL The Town Council/Parking Authority/Redevelopment Agency of the Town of Los Gatos met in the Council Chambers of the Town Hall, 110 East Main Street, at 7:30 p.m., Monday, April 12, 1999, in joint regular session. ROLL CALL Present:Randy Attaway, Steven Blanton, Linda Lubeck, Joe Pirzynski, and Mayor/Chairman Jan Hutchins. Absent:None. PLEDGE OF ALLEGIANCE Given by all in attendance. SCHEDULE OF PUBLIC HEARINGS (01.01) Informational report regarding currently scheduled public hearings was received and filed. HEARING CAPITAL IMPROVEMENT PROGRAM FOR 1999 THROUGH 2004 (02.06) Mayor Hutchins stated that this was the time and place duly noted for public hearing to consider proposed Capital Improvement Program for 1999 through 2004. TOWN OF LOS GATOS CIP Council Comments: Mr. Attaway and Mr. Pirzynski asked that Council consider resurfacing Lot 6, so that the whole area looks good after Old Town is completed. It was suggested that this work begin a little before the completion of Old Town. Mr. Pirzynski emphasized the need to repair Parking Lot 1. He asked that the striping in Lot 6 be carefully considered because of the problems inherent in the configuration of that lot. Mr. Pirzynski pointed out a typo on page 74. The third line from the bottom should read N. Santa Cruz resurfacing between W. Main St. and Bean Ave. This change will then allow completion of all of North and South Santa Cruz. Mr. Pirzynski received confirmation that the lane narrowing and street striping on Los Gatos Boulevard would be taking place within the next month. REDEVELOPMENT AGENCY CIP Agency Comments: Mr. Pirzynski asked about the timing for the realignment of Bachman Ave. at Santa Cruz. Staff noted that it would not impact the holiday season. REDEVELOPMENT AGENCY CIP CONTINUED Mr. Attaway and Mr. Pirzynski would like to move the Town Plaza improvements forward. The electrical improvements and the fountain replacement are items which should be done soon for community benefit. COUNCIL COMMITTEE REPORTS Mr. Hutchins noted that Pat Dando and the Cities Association would like towns to consider a graffiti ordinance they would be willing to adopt. The Association did praise Los Gatos for having a program in place already. The association suggested that an anti graffiti program could be added to the DARE Program. Mr. Pirzynski asked that the graffiti on the Winchester Union Pacific Overpass be addressed. The City of San Jose has negotiated for ten years with Union Pacific and having read San Jose's contract found that Union Pacific was required to maintain their bridges in San Jose. Tom Johnston in Pat Dando's Office may offer insight on this issue. Mr. Attaway asked if a Councilmember would take his place at the CDAC meeting this Wednesday at 4:30 PM. Mr. Hutchins volunteered. Mr. Attaway will be attending the opening of the Frank Lloyd Wright House at Stanford University at that time. ADJOURNMENT Mayor Hutchins adjourned this evening's meeting at 8:35 P.M.
