TOWN COUNCIL/PARKING AUTHORITY
The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the
Town Hall, 110 East Main Street, at 7:00 P.M., Monday, December 9, 1996, in regular session
adjourned to study session.
ATTENDANCE
Present:Randy Attaway, Steven Blanton, Linda Lubeck, and Mayor Benjamin.
Absent:Patrick O'Laughlin.
PLEDGE OF ALLEGIANCE
Given by all in attendance.
ELECTION RESULTS/CERTIFICATION/RESOLUTION 1996-155 (01-EL)
Motion by Mr. Blanton, seconded by Mrs. Lubeck, that Council adopt Resolution 1996-155 entitled,
RESOLUTION OF THE TOWN OF LOS GATOS DECLARING ELECTION RESULTS OF
THE GENERAL MUNICIPAL ELECTION OF NOVEMBER 5, 1996. Carried by a vote of 4
ayes. Mr. O'Laughlin absent.
OATH OF OFFICE
Mayor Benjamin announced that at this time the Oath of Office would be given by the Deputy Clerk
to the officers elected at the November 5, 1996 election.
Senior Deputy Clerk, MarLyn Rasmussen, called newly elected Councilmember Jan Huthchins, and
re-elected Councilmember Linda Lubeck, Town Treasurer Geoffrey Lamb and Town Clerk Marian
Cosgrove to come forward for their oaths of office. Having taken their respective oaths of office,
Mayor Benjamin introduced and congratulated the elected officials who then took their seats for the
meeting.

Linda Lubeck, and Mayor Benjamin.
Absent:None.
ADJOURNMENT
Motion by Mr. Blanton, seconded by Mrs. Lubeck, that Council adjourn the regular meeting to the
study session at 7:10 P.M. Carried unanimously.

The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the

Others:David Knapp, Larry Anderson, members of the public.
STUDY SESSION:
COOPER COURT AND UNIVERSITY AVE (SS-1)
LIGHT INDUSTRIAL TO SERVICE COMMERCIAL/GENERAL PLAN AMENDMENT
OR COMMERCIAL INDUSTRIAL TO CONTROLLED MANUFACTURING/ZONE CHANGE
The General Plan and Zone Changes were discussed. There was no interest in changing the zone but
starting a community process for updating the General Plan was suggested as a goal for this year. A
thorough analysis of the uses is needed. This area has evolved over time and Council needs to give
some guidance as to what uses may now be appropriate in this area. Council also needs to consider
the process it will use to come to these conclusions. A suggestion was made that service clubs may
consider helping with a survey as a prelude to the General Plan updating process. This
reconsideration will make it easier on the land owner to define his options for use. There was
direction for a survey, formulation of a committee and public input.
HOUSING ELEMENT REVIEW/UPDATE TECHNICAL APPENDIX
REDEVELOPMENT HOUSING STRATEGIES (SS-2)
A presentation was made to Council and the public on the Housing Element was made by Ms Shaffer-
Freitas.
