RA 03-18-96 JTTOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/REDEVELOPMENT AGENCY JOINT MEETING March 18, 1996 Minutes TOWN COUNCIL/REDEVELOPMENT AGENCY The Town Council/Redevelopment Agency of the Town of Los Gatos met in the Council Chambers of Town Hall, 110 E. Main St., at 8:43 p.m. Monday, March 18, 1996, in joint regular session. ATTENDANCE Present:Joanne Benjamin, Steven Blanton, Linda Lubeck, Patrick O'Laughlin and Chairman/Mayor Randy Attaway. Dave Knapp, Town Department Heads, and members of the public. Absent:None. PAYROLL RATIFICATION/FEBRUARY (01.V) Motion by Mrs. Lubeck, seconded by Mrs. Benjamin that the Agency ratify the check register in the amount of $4,972.51 for the payroll of February 11 through February 24, 1996, paid March 1, 1996. Carried unanimously. AGENCY MINUTES OF FEBRUARY 20, 1996 (02.V) Motion by Mrs. Lubeck, seconded by Mrs. Benjamin, that the Agency Minutes of February 20, 1996, be approved as submitted. Carried unanimously. HEARING STREETSCAPE/DOWNTOWN CENTRAL BUSINESS DISTRICT N SANTA CRUZ AND LOS GATOS-SARATOGA RD INTERSECTION (03.49) Mayor/Chairman Attaway stated that this was the time and place duly noted for public hearing to consider the Streetscape for the Central Business District and the concept design for the North Santa Cruz and Los Gatos-Saratoga Road intersection, and approving a grant of $6,000 from the Redevelopment Agency to the Town of Los Gatos for landscaping and irrigation. The following people from the audience spoke to this issue: Paul Rodriguez, Landscape Architect, 100 Locust St., Santa Cruz, presented the streetscape conceptualization and explained the fluidity of the design, how it can be approached incrementally and assessed while being incorporated into the present composition of the downtown, taking into account the impacts on traffic, parking and the residential neighborhoods. Barbra Toren, 15933 Orange Blossom, spoke of the meetings which have been held so as to develop a unified plan. She asked that the plan be accepted so that more focus could be placed on individual TC:D8:RA031896.JT elements of the plan. TC:D8:RA031896.JT March 18, 1996 Los Gatos, California HEARING CONTINUED STREETSCAPE/DOWNTOWN CENTRAL BUSINESS DISTRICT/CONT. Speakers continued: Shirley Henderson, 98 W. Main St., owner of the Antiquarium and active on the downtown beautification project. Spoke of the improvements inherent in the new design and suggested that these improvements would cause merchants to take a more active part in the upkeep of their sidewalk frontage. Scott Kay, manager of Smith & Hawkins, spoke in favor of public rest rooms to be included in the downtown street scape plan. Lee Quintana, 5 Palm Ave., member of the Redevelopment Advisory Committee, asked questions about noticing the public, greater public input and traffic concerns arising from the design. Warlaw Bilkiewicz, 170 Lester Lane, was concerned about the traffic on Santa Cruz Ave., and was of the opinion that the shop owners should be held responsible for the cleanliness of the sidewalks in front of their establishments. He also requested public rest rooms in the downtown. No one else from the audience addressed this issue. Mayor Attaway suggested a noticed walking tour of the area that could include residents and business interests, Planning Commissioners and other involved committees. He feels that a traffic report is necessary. He asked for further public hearing with additional noticing of the adjacent neighborhoods for April 15, 1996. Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, to continue this public hearing to May 6, 1996. Carried unanimously. LANDSCAPING & IRRIGATION/LOS GATOS-SARATOGA ROAD/RESOLUTION 1996-1RD GRANT FROM THE AGENCY TO THE TOWN/RESOLUTION 1996-30 (03B.49) Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, that the Agency adopt Resolution 1996-1RD entitled, RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE TOWN OF LOS GATOS APPROVING A $6,000.00 GRANT TO THE TOWN OF LOS GATOS TO REPAIR/REPLACE LANDSCAPING AND IRRIGATION ON LOS GATOS-SARATOGA ROAD AND AUTHORIZING THE EXECUTIVE DIRECTOR TO SIGN THE GRANT AGREEMENT FOR THE LANDSCAPING AND IRRIGATION. Carried unanimously. Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, that Council adopt Resolution 1996-30 entitled, RESOLUTION OF THE TOWN OF LOS GATOS ACCEPTING $6,000.00 GRANT FROM THE TOWN OF LOS GATOS REDEVELOPMENT AGENCY TO REPAIR/REPLACE LANDSCAPING AND IRRIGATION ON LOS GATOS-SARATOGA ROAD AND AUTHORIZING THE TOWN MANAGER TO EXECUTE GRANT AGREEMENT WITH THE LOS GATOS AGENCY FOR THE LANDSCAPING AND IRRIGATION. Carried unanimously. Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, to reconsider the motion to continue the public hearing to May 6, 1996. Carried unanimously. TC:D8:RA031896.JT March 18, 1996 Los Gatos, California HEARING CONTINUED STREETSCAPE/DOWNTOWN CENTRAL BUSINESS DISTRICT/CONT. Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, to continue this public hearing to April 15, 1996 which accommodates the Landscape Architect's schedule. Carried unanimously. Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, that Council authorize the Manager and Planning Director to negotiate an extension of the architect's contract, and return to Council with an appropriation to allow for the payment of Mr. Rodriguez for attending Council meeting of April 15, 1996. Carried unanimously. Motion by Mrs. Lubeck, that the authorization to proceed on part "B" of the plan be made. Died for lack of a second, Council asking to wait until after the public hearing on April 15, 1996. ADJOURNMENT Motion by Mr. Blanton, seconded by Mrs. Benjamin, that the joint meeting of the Agency and the Town Council be collectively adjourned at 10:34 p.m. Carried unanimously. ATTEST: Marian V.
