TOWN COUNCIL
The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the
Town Hall, 110 East Main Street, at 7:35 p.m., Monday, May 20, 1996, in regular session.
ROLL CALL
Present:Joanne Benjamin, Steven Blanton, Linda Lubeck,
and Mayor Randy Attaway.
Absent:Patrick O'Laughlin.
PLEDGE OF ALLEGIANCE
Given by all in attendance.
CLOSED SESSION
Mayor Attaway announced that Council had not met in Closed Session this evening.
COMMUNITY SERVICES/COMMENDATION/TRACY LE BLANC (00.20)
Mayor Attaway presented a commendation from the Town to Tracy LeBlanc for her years of service
on the Community Services Commission. Ms Blanc accepted her commendation and thanked the
Mayor and the Town for the opportunity to have served.
ARTS COMMISSION/COMMENDATION/CAROL TAYLOR (000.20)
Mayor Attaway presented a commendation from the Town to Carol Taylor for her years of service on
the Arts Commission. Ms Taylor accepted her commendation and thanked the Town for the
opportunity to have served.
SCHEDULE OF PUBLIC HEARINGS (01.01)
Informational report regarding currently scheduled public hearings was received and filed.
PAYROLL RATIFICATION/MAY 1996 (02.V)
Motion by Mrs. Benjamin, seconded by Mrs. Lubeck, that Council ratify the check register for the
payroll of April 21 through May 4, 1996 paid on May 10, 1996 in the amount of $298,905.06. Carried
by a vote of 4 ayes. Mr. O'Laughlin was absent.
ACCOUNTS PAYABLE/RATIFICATION/MAY 1996 (03.V)
Motion by Mrs. Benjamin, seconded by Mrs. Lubeck, that Council ratify the accompanying check
registers for accounts payable invoices paid on May 3, and 10, 1996 in the amount of $397,286.23.

POLICE DEPARTMENT/TEN YEAR REVIEW/STAFFING/BUDGETING (05.09)
Motion by Mrs. Benjamin, seconded by Mrs. Lubeck, that Council accept report on ten-year review
of Police Department staffing and budgeting. Carried by a vote of 4 ayes. Mr. O'Laughlin was
absent.
STRAWBERRY FESTIVAL/EASTFIELD-MING QUONG/CIVIC CENTER USE (07.23)
Motion by Mrs. Benjamin, seconded by Mrs. Lubeck, that Council accept report on Eastfield Ming
Quong Foundation's Use of Neighborhood and Civic Center for 1996 annual Strawberry Festival.
Carried by a vote of 4 ayes. Mr. O'Laughlin was absent.
COUNCIL MEETING SCHEDULE/AUGUST 19/SEPTEMBER 3/CANCELLATION (08.10)
Motion by Mrs. Benjamin, seconded by Mrs. Lubeck, that Council approve Town Council Meeting
Schedule for 1996-97 Fiscal Year cancelling the August 19 and September 3 Council meetings.

SET PUBLIC MEETING AND PUBLIC HEARING TO CONSIDER THE PROPOSED

PRUNING AND AUTHORIZING THE TOWN MANAGER TO EXECUTE CERTIFICATE
OF ACCEPTANCE AND NOTICE OF COMPLETION FOR RECORDING BY TOWN

MANAGER TO EXECUTE AGREEMENTS FOR ENVIRONMENTAL INITIAL STUDIES.

A-96-1/ZONING ORDINANCE AMENDMENT/ORDINANCE 2016 (15.46)
Motion by Mrs. Benjamin, seconded by Mrs. Lubeck, that Council introduce Draft Ordinance 2016
entitled, ORDINANCE OF THE TOWN OF LOS GATOS AMENDING THE ZONING
ORDINANCE OF THE TOWN CODE TO DELETE OBSOLETE REFERENCES TO
COMPACT SPACES, TO MODIFY PROVISION RELATING TO PARKING DIMENSIONS,
TO ADD A PROHIBITION OF ASSIGNED PARKING SPACES AND TO PERMIT GROUND
FLOOR OFFICE USES ON LOS GATOS-SARATOGA ROAD WHERE THEY ARE
PRESENTLY NOT ALLOWED. Carried by a vote of 4 ayes. Mr. O'Laughlin was absent.

VERBAL COMMUNICATIONS:
Budget Concerns:
Don Worn, 95 Wadsworth, submitted a letter for the record concerning suggestions for dealing with
the Town's diminishing finances. The Mayor asked that Mr. Worn address these concerns at the
budget hearings May 29th with alternatives to provide the services which his proposal would cut.
FEES/RATES AND CHARGES/TOWN SERVICES/HEARING (16.06)
Mayor Attaway stated that this was the time and place duly noted for public hearing to consider
adopting resolution continuing certain departmental fees, rates and charges, and amending certain
fees, rates and charges.
Motion by Mrs. Benjamin, seconded by Mr. Blanton, that Council continue this item to June 3,
1996. Carried by a vote of 4 ayes. Mr. O'Laughlin was absent.
CIVIC CENTER/SIGN PROJECT/UPDATE (06.44)
Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council accept report on sign project,
identifying directional road signs, building signs and lawn signs for the Civic Center. Carried by a
vote of 4 ayes. Mr. O'Laughlin was absent.
COUNCIL REPORTS (17.10)
Mayor Attaway noted that there were no Council reports to be given tonight.
