M 05-13-96TOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/PARKING AUTHORITY May 13, 1996 Minutes TOWN COUNCIL The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the Town Hall, 110 East Main Street, at 7:35 p.m., Monday, May 13, 1996, in regular session. ROLL CALL Present:Joanne Benjamin, Steven Blanton, Linda Lubeck, Patrick O'Laughlin and Mayor Randy Attaway. Absent:None. PLEDGE OF ALLEGIANCE Given by all in attendance. CLOSED SESSION Mayor Attaway announced that Council had not met in Closed Session this evening. HEARING CAPITAL IMPROVEMENT PROGRAM FOR 1996-2001 (01.06) Mayor Attaway stated that this was the time and place duly noted for public hearing to consider the 1996-2001 Preliminary Capital Improvement Program. David Knapp, Town Manager, gave an overview of the proposed Capital Improvement Program, noting that Council had met preliminary to this report on April 22, 1996 and had consensus on transferring $500,000 from operations to the capital program; The unfunded list has been pared down to reflect the financial realities; There will be $2,500,000 added to capital improvements over the next five years for funding street repairs; A generator has been funded at the Civic Center to handle power outage in an emergency; and Civic Center Plaza Deck and Roof Repair has been funded for a temporary repair at $100,000. Council Comments: Mr. Blanton inquired about the repair of the Civic Center Plaza and Roof. He is in favor of doing a complete fix which should have a life expectancy of thirty years and be aestheticaly pleasing, rather than a temporary repair which would last only seven years and not look as well. Mr. Knapp noted that the cost for a complete repair of this area is in excess of $300,000, and at that price it might be conceivable to erect a glass structure over the plaza, providing a new roof and supplying additional TC:D8:MM051396 office space as an ultimate solution. Mr. Blanton requested the police facilities be added to next year's list. TC:D8:MM051396 May 13, 1996 Los Gatos, California CAPITAL IMPROVEMENT PROGRAM CONT. Council Comments continued: Mrs. Benjamin requested clarification regarding the rational for placing the fixed assets and the storm drains on the capital improvement list. She would like a more detailed explanation as to why there is a need for the repairs and replacements. Mr. O'Laughlin asked that the unfunded list be put into a prioritized list expressing the rational for the placements. Having a top three category was suggested. Explanation of shared funding sources for projects was given using Balzer Field as an example of service clubs, county funds and town resources going into the refurbishing of the field rest room facility. Mayor Attaway enquired about the need for improved locker room facilities in the Police Department. The following people from the audience spoke to this issue: Maureen O'Connell, 236 Prince St., speaking for Friends of the Library, requested that the Villa property be set aside for Library use only and submitted a letter for the record. Robert Wales, 101 Casa Grande, spoke of being very cautious in the expenditure of funds within the current Town budget in light of the present financial restraints. Dorothy Shattuck, 116 Towne Terrace #3, asked some questions in general concerning the relationship of the Capital Improvement Budget to the Town's Operating Budget, and opposed accepting funds from any other government agency. Staff suggested that they would speak to Ms Shattuck's questions and concerns if she would call or come in to review budget materials with them. No one else from the audience addressed this issue. Motion by Mrs. Benjamin, seconded by Mr. O'Laughlin, to close the public hearing. Carried unanimously. COUNCIL COMMITTEE REPORTS (02.10) Joanne Benjamin reported on the Santa Clara County Cities Association, and their general membership meeting on June 24, 1996, from 2 p.m. to 5 p.m. when Professor Ronald Heifitz, of the Kennedy School of Government, will be speaking on leadership in government. She requested that if any councilmembers are not going to use their tickets to please return them to Mr. Knapp, so others may have the opportunity to attend. Mr. Heifitz will have his book available at a substantial discount.
