REDEVELOPMENT AGENCY
The Redevelopment Agency of the Town of Los Gatos met in the Council Chambers of
Town Hall, 110 E. Main St., at 8:43 p.m. Monday, November 18, 1996, in regular session.
ROLL CALL
Present:Randy Attaway, Steven Blanton, Linda Lubeck,
Patrick O'Laughlin and Chairman Joanne Benjamin.
Absent:None.
ACCOUNTS PAYABLE/RATIFICATION/NOVEMBER 1996 (01.V)
Motion by Mr. Attaway, seconded by Mr. O'Laughlin, that the Agency ratify the
accompanying check register for accounts payable invoices paid on November 1, 1996 in
the amount of $37.33. Carried unanimously.
PAYROLL RATIFICATION/OCTOBER-NOVEMBER 1996 (02.V)
Motion by Mr. Attaway, seconded by Mr. O'Laughlin, that the Agency ratify the check
register in the amount of $11,076.65 for the payrolls of October 6 through October 19, 1996
paid on October 25, 1996, and October 20 through November 3, 1996 paid on November 8,
1996. Carried unanimously.
MINUTES OF NOVEMBER 4, 1996 (03.V)
Motion by Mr. Attaway, seconded by Mr. O'Laughlin, that the Minutes of November 4,
1996, be approved as submitted. Carried unanimously.

DOWNTOWN LANDSCAPE PLANTERS (04.49)
Light Standards for Downtown:
Safety concerns were discussed by Council. They believed that the candy cane style might
supply more light than the post variety which everyone prefers aesthetically and historically.
They requested some additional review time to see if reflectors inside the globe would
concentrate the additional light for pedestrian safety. The cost differential of using higher
wattage bulbs was considered.

DOWNTOWN LANDSCAPE PLANTERS/CONT.
Motion by Mr. Attaway, seconded by Mr. O'Laughlin, to chose light fixture #5 in the staff
report; with an aluminum pole; the use of 70 watt ballasts to begin with; and the decision
to use a finial on the planters. Carried by a vote of 4 ayes. Mayor Benjamin voted no for
safety concerns regarding the amount of light supplied by these fixtures and the possibility
of injury by the use of the finials. O'Laughlin absent.
Approve Plans and specifications for landscape planters on Santa Cruz Ave:
Motion by Mr. Attaway, seconded by Mr. O'Laughlin, to approve the finial that was
recommended in the earliest presentation, and send that decision to the Arts Commission
to review and decide if there should be an art competition to design an alternative finial.
Carried by a vote of 4 ayes. Mayor Benjamin voted no because of safety issues, and the
lack of a budget for purchasing these finials when the competition has been won.
JOINT TOWN COUNCIL/REDEVELOPMENT AGENCY MEETING
TOWN PLAZA MASTER PLAN CONSIDERATION (05.49)
Mr. Attaway spoke of meeting at the site with the consultant which Mr. O'Laughlin agreed
with and further suggested the inclusion of the Parks Commission and interested citizens.
Motion by Mr. Attaway, seconded by Mr. O'Laughlin, that this item be continued to such
time as the Council and consultant can coordinate their schedules so as to hold a meeting
at the Town Plaza site. Staff to determine the arrangements. Carried unanimously.
ADJOURNMENT
Motion by Mr. Attaway, seconded by Mr. Blanton, that the Council and Agency adjourn
this evening's meeting at 8:59 p.m. Carried unanimously.
