M 05-23-95TOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/PARKING AUTHORITY May 23, 1995 Minutes TOWN COUNCIL The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the Town Hall, 110 East Main Street, at 7:35 p.m., Tuesday, May 23, 1995, in adjourned regular session. ROLL CALL Present:Randy Attaway, Joanne Benjamin, Steven Blanton, Linda Lubeck, and Mayor Patrick O'Laughlin. Absent:None. PLEDGE OF ALLEGIANCE Given by all in attendance. PUBLIC HEARING 1995-96 COMMUNITY GRANT FUNDS COMMUNITY BLOCK GRANT FUNDS ALLOCATIONS OPERATING BUDGET FOR 1995-96/COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS Mayor O'Laughlin stated that this was the time and place duly noted for continuation of public hearing to consider Preliminary 1995-96 Operating Budget Including the Use of Community Development Block Grant Funding. STAFF REPORT AND RECOMMENDATION Regina Falkner, Community Services Director, explained the grants and budget to Council and how the documents reflect current finances. The total grant, with staff's recommendations for 1995-96, is $147,260 which is a reduction of $12,290 compared to last year. The following categories are: Commissions/Committees $700; Human Services $116,710; Housing $5,000; Arts & Education $10,520; Community Contributions $1,530; and LGMA $12,800. The Community Services Commission has recommended that each TC:D5:MM052395 agency receive the amount that they received in the current fiscal year. COMMUNITY GRANT FUNDING HUMAN SERVICES The following people from the audience addressed Council concerning this portion of the budget: Jack Neal, representing the Community Services Commission, explained the Commission's recommendations and the suggested reductions in the budgets this year. TC:D5:MM052395 May 23, 1995 Los Gatos, California HUMAN SERVICES CONT: Cynthia Rostankowski, representing the Arts Commission, spoke of the community representation on this commission in as far as arts and cultural activities are concerned. Mary Ballentine, representing Long Term Care Ombudsman Program of Catholic Charities, thanked Council for their continued support of this program since 1979. Leta Friedlander, as Executive Director, spoke to the need of Live Oak Adult Day Service and the need to raise fees for services as funding sources have diminished. Caroline Clevehammer, representing San Jose State University Health Place, expressed thanks for the previous support given by the Town and explained the need for this support as The Heath Place continues to serve its 80 Los Gatos clients. Lyle Cohan, Program Director of Santa Clara County Senior Nutrition Program, asked for Council's continued support for a health service that is most important to our aging community and which has been a service to Los Gatos citizens since 1974. It serves 115 meals a day. John Cooper, Agency Representative, Santa Clara County Senior Nutrition Program, spoke for the Senior Nutrition Center, and the Meals on Wheels for the home bound. Jean Matheson, Program Coordinator of the Brown Bag Program, and representing Second Harvest Food Bank, asked for continued support for the 75 clients now being served in Los Gatos. Marilyn Rumelhart, CEO of the Family Services Association, spoke of providing case management services to the elderly home bound. These services allow the frail and elderly to remain in their home rather than being sent to nursing facilities. Pat Lake, Administrator of the Teen Counseling Center of the West Valley, explained the program and its services to the young people of our Town for over 12 years, and the need for continued support from Council. Regina Falkner, spoke for Transit Assist, explained that the contribution of the $5,500 are offset maintenance fees charged to the program. Sue Donnely, representing A Place for Teens as this year's President, thanked Council for its continued support in helping the organization with its grant applications. Tippany Center, had no one present to speak. Mariellen Schell, Executive Director of Cupertino Community Services, explained their program and the emergency housing services that are offered for the West Valley area. No one else from the audience addressed this portion. COMMUNITY DEVELOMENT BLOCK GRANT FUNDING The following people from the audience addressed Council concerning this portion of the budget: Jack Neal, representing the Community Services Commission, spoke of reallocating funds and not placing any in the housing loan program since it is sufficiently funded for this year. Jim Lewis, 156 Vista del Monte, representing the ADA interests, addressed the funds TC:D5:MM052395 May 23, 1995 Los Gatos, California allocated to make access to town facilities more amenable for persons with disabilities. These funds are to be allocated for rehabilitation of facilities to make them conveniently available to the disabled. No one else from the audience addressed this section. COMMUNITY GRANTS FUNDING FOR ARTS AND EDUCATION Victoria Clark, 18214 Sebree Lane, Monte Sereno, spoke of the years of service given to the schools of our Town by the Art Docents of Los Gatos, and requested continued financial support from Council. TC:D5:MM052395 May 23, 1995 Los Gatos, California ART AND EDUCATION CONT: Chamber Orchestra had no one present to speak. Mardi Bennett, 38 Alpine Ave., President of the Board of Directors of the Museum Association, introduced Norman Stoner, prior President; Frank Treseder, prior President of Forbes Mill; and Chatham Forbes, current President of Forbes Mill. She spoke of fund raisers and membership, also about the shows that are presently on display. The Friends of the Museum are a new group and are helping with fund raising. The inventory of the three dimensional objects is now complete and cataloged, next the archives will need to be processed. There are plans for an archeological dig behind the mill, and consideration of expanding the facilities at Tait Ave. New landscaping and the need for a gift shop were discussed. Photographic Guild, had no one present to speak. Young Audiences, had no one present to speak. Anne Dunham, representing the Youth Science Institute, feels strongly about including the sciences in the humanities as a benefit to the community. Service has remained constant, including inservice training for teachers. More use of volunteers has been made including volunteer service in the summer camp program. Silicon Valley Arts Fund, had no one present to speak. Norman Stoner, representing the Los Gatos Community Concert Association , spoke of the four classical music concerts scheduled during the year. The performances are held at the High School on Sunday afternoons and season tickets help to defray the cost. Jewish Community Center, had no one present to speak. Cynthia Rostankowski, representing the Arts Commission, spoke on behalf of the Forbes Mill Footbridge Mural, and the need for this year's funding in order to establish support and be able to apply for additional grants. Anne Lamborn, representing the Arts Commission, requested a token amount from the Town to help defray the cost of hanging the art shows in the Council Chambers. Emerald Hathaway-Bush, Art Commissioner, and organizer of Music in the Plaza, asked for support through the Downtown Association's budget. No one else from the audience addressed this issue. Motion by Mrs. Benjamin, seconded by Mr. Blanton, that Council close this public hearing. Carried unanimously. Motion by Mrs. Benjamin, seconded by Mr. Blanton, that Council allocate for the 1995- 1996 fiscal year funds to nonprofit agencies in accordance with Attachment 1 (Tables 1 and 2) and Attachment 2 (Table 3) including the changes noted in the desk item of this evening. This motion includes the consideration that if some funds are found in the budget Council may make additional funding available to the nonprofits, including the request by the Museum Association.
