TOWN COUNCIL
The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers
of the Town Hall, 110 East Main Street, at 7:43 p.m., Tuesday, May 24, 1994, in adjourned
regular session.
ROLL CALL
Present:Joanne Benjamin, Steven Blanton arrived at 9:00 p.m., Linda Lubeck,
Patrick O'Laughlin and Mayor Randy Attaway.
Absent:None.

PUBLIC HEARING
1994-95 COMMUNITY GRANT FUNDS
COMMUNITY BLOCK GRANT FUNDS ALLOCATIONS
OPERATING BUDGET FOR 1994-95/COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
Mayor Attaway stated that this was the time and place duly noted for continuation of public
hearing to consider Preliminary 1994-95 Operating Budget Including the Use of Community
Development Block Grant Funding.
STAFF REPORT AND RECOMMENDATION
Regina Falkner, Community Services Director, explained the grants and budget to Council
and how the documents express current finances. The total grant, with staff's
recommendations for 1994-95, is $145,750. The following categories are: Itemized Office
Supplies $960; Human Services $125,320; Housing $5,000; Arts & Education $10,990;
Community Contributions $2,480; and Other $1,000. The Community Services Commission
has recommended that each agency receive the amount that they received in the current
fiscal year.

The following people from the audience addressed Council concerning the budget:
Mary Foster, 20071 Old Santa Cruz Highway, representing the museums, artists' and
poetry groups, and expressed the need for support of the arts and Museums.
Fawn Powers, 14651 S. Bascom, representing the Arts Commission, asked for continued
support of the arts in our community. She spoke of the need for the arts in our environment
and asked for Council's consideration
Dino Pecoraro, 5129 Elrose Ave, San Jose, Santa Clara County Nutrition Program, Senior
Nutrition Director for the County, spoke for the Senior Nutrition Center.
Eleanor Vora, Director of Senior Nutrition Center, asked for Council's continued support for
a health service that is most important to our aging community.

OPERATING BUDGET FOR 1994-95
Speakers Continued:
Mindy Goodman, 560 Latimer Circle, Teen Counseling Center of the West Valley,
explained the program and its services to the young people of our Town, and the need for
continued support from Council.
Chatham Forbes, Sr., 347 Massol Ave., #207, representing the Los Gatos Museum
Association, spoke of accomplishments and needs and requested continued support from
Council.
Emerald Hathaway, 174 Villa Ave., member of the Arts Commission, and Chair of Music in
the Park, spoke of alternate ways of funding the arts and requested the town and Council
review and consider these alternatives.
Victoria Clark, 18214 Sebree Lane, Monte Sereno, spoke of the years of service given to
the schools of our Town by the Art Docents of Los Gatos, and requested continued financial
support from Council.
Carol Sutter, San Jose State University Health Place, expressed thanks for the previous
support from the Town and explained the need for this support to continue.
Anne Lamborn, 7 Monroe Crt., representing the Arts Commission spoke of the present
budget and asked for a percentage to be specified for the arts.
John Snelham, 247 Old Adobe Road, representing the Silicon Valley Arts Fund, requested
$1,000 be designated to this fund as one time funding to be used as seed money to fund a
possible $150,000 goal in Santa Clara County.
Mike Abkin, 122 El Olivar, spoke to the need of Live Oak Adult Day Service and the need
to raise fees as funding has diminished.
Donna DiMinico, 2625 Zanker Road, representing Long Term Care Ombudsman Program
of Catholic Charities, thanked Council for their continued support.
Judy Lesbaum, Emergency Housing Consortium, thanked Council for their past support
and recommendation for continued support.
Marcia Wright, 16542 Shady View Lane, spoke for Youth Science Institute, and expressed
the need for continued financial support.
Dave Johnston, 296 Garden Hill Drive, spoke of operating expenses for the YSI and the
need for Council's continued financial support.
Juliana Diekneite, 4775 Blue Ridge Dr., S.J., Young Audiences, adressed the purpose and
services of this organization.
Chris Jones, 297 Albert Drive., speaking for "A Place for Teens" requested community
grant.
Mark Trang, 17521 Pine Cone Ct., Monte Sereno, representing "A Place for Teens"
explained the need for a grant so as to continue to request additional funding through grants.
Gladie Rabitz, 18315 Daves Ave., Monte Sereno, speaking for A Place for Teens, told of
the work involved in building the center and requested continued support from Council.

Vic Collard, 3999 Nicholson Ave., spoke against funding "A Place for Teens".
Lisa Taylor-Gable, Timpany Center representative, spoke of the programs offered for the
handicapped at this center, including therapeutic aquatic care.
Colleen Lukoff, 750 Curtner Ave., S.J., representing Second Harvest Food Bank, asked for
continued support.
No one else from the audience addressed the Council on this issue.
Motion by Mrs. Lubeck, seconded by Mrs. Benjamin, that Council close this public
hearing. Carried unanimously.

Council comments:
Mrs. Benjamin spoke of the tight budget and requested Council consensus on leaving the
budget intact as recommended by staff report. Also requested that funds not be taken from
one agency to be given to another agency at this time. Asked for an analysis of the
equipment replacement fund for finding additional reserves to fund $1,000 for Teens.
Mr. O'Laughlin requested that Council discuss the human services agencies separately
from the art agencies when considering funding. Congratulated the various agencies for
their creative ways of raising funds to finance their activities.
Mrs. Lubeck spoke in favor of supporting the funding for the arts as a community.
Mr. Blanton supported funding the arts and asked that a committee form which may review
alternative ways of funding agencies that we have been supporting.
Mr. Attaway spoke of a tight budget and the need to cut expenses. He sees health care
and human services as priorities.
Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, to take the original recommendation
from the Community Services Commission and fund the Teen Center the $1,000 originally
suggested. Carried unanimously.
Mrs. Benjamin believes a Town with a hundred year history needs to support a museum
and would like Council to fund $1,000 for the museum.
Motion by Mrs. Benjamin, seconded by Mr. O'Laughlin, to fund the Museum with the
additional $1,000 that was discretionary and for Council's consideration within the budget.
Carried unanimously.
Mr. O'Laughlin discussed the need to fund the arts and to find creative ways to support
arts and services during the community financial forums to be held this summer.
ADJOURNMENT
Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, adjourned this evening's meeting at
9:48 P.M. Carried unanimously.
