TOWN COUNCIL
The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers
of the Town Hall, 110 East Main Street, at 7:39 p.m., Monday, May 23, 1994, in regular
session.
ROLL CALL
Present:Joanne Benjamin, Steven Blanton arrived at 7:55 p.m., Linda Lubeck,
Patrick O'Laughlin and Mayor Randy Attaway.
Absent:None.
PLEDGE OF ALLEGIANCE
Given by all in attendance.
CLOSED SESSION
Town Attorney, Larry Anderson, reported that Council had met in Closed Session prior to this
evening's meeting pursuant to Government Code Section 54957.6, Conference with Labor
Negotiator, regarding Town Negotiations with Town Employees' Association. The progress
of the negotiations continues. The negotiator received instructions from Council for the
ongoing negotiations.
NONPOINT SOURCE BUDGET ADJUSTMENTS (01.06)
Motion by Mrs. Benjamin, seconded by Mrs. Lubeck, that Council approve the adjustment
of Nonpoint Source Budget Fund 220 as appears in the staff report. Carried by a vote of 4
ayes. Mr. Blanton was absent.
SIGNS FOR SPECIAL EVENTS/DOWNTOWN AREA/ORDINANCE 1980 (02.46)
Motion by Mrs. Benjamin, seconded by Mrs. Lubeck, that Council adopt Ordinance 1980
entitled, ORDINANCE OF THE TOWN OF LOS GATOS AMENDING THE TOWN CODE
TO MODIFY REGULATIONS FOR DISPLAY OF TEMPORARY SIGNS IN CONJUNCTION
WITH EVENTS AND SPECIAL EVENTS, which was introduced at the Town Council meeting
May 16, 1994. Carried by a vote of 4 ayes. Mr. Blanton was absent.

VERBAL COMMUNICATIONS
World Cup '94/Brazilian Soccer Team
Antonio Lannes, 16141 Loretta Lane, speaking for the President of the Brazilian Soccer
Team, presented each member of the Town Council with an official Brazilian Soccer Team
tee shirt. Mayor Attaway accepted the presentation and thanked the Brazilian Soccer Team
for the Council.
Park Ranger Program
Mayor Attaway noted the People attending for the Park Rangers. Children were recognized
as attending to lend support to the Ranger program.

PUBLIC HEARING
1994-95 OPERATING BUDGET
Mayor Attaway stated that this was the time and place duly noted for public hearing to
consider Preliminary 1994-95 Operating Budget Including the Use of Community
Development Block Grant Funding.
MANAGER'S PRESENTATION OF 1994-95 BUDGET
David Knapp, Town Manager, addressed the formation of this year's budget. A drop in
expenditures of $240,000 produced a tight budget over last year's which includes a 4%
inflation rate and necessitates a $770,000 decrease in spending. The current service level
will be in tact through this fiscal year although it appears that changes in service level will
impact the Town beginning with next year's budget. Revenue enhancement measures must
be discussed and considered in light of the possibility of declining service levels. Town
forums will be held to discuss ways to preserve the current service level in light of
diminishing town resources due to the state and county charging the Town for services
which were previously covered by taxes.
COUNCIL REVIEW OF BUDGET AND SEPARATE COMMENT
The following departments' proposed budgets were individually reviewed by Council and did
not cause additional comment: Town Council; Town Treasurer; Town Clerk; Town
Manager; Election; General Town Administration; Planning Department; Building and
Engineering Services; Community Services; Redevelopment Agency; and Special Funds.
The Police Department discussion included sources of funding and the reasons for
prioritizing several programs. The Library discussion reviewed funding and client use of the
facilities. Parks, Forestry and Maintenance Services discussion led to support of the Holiday
tree lighting program.
The following people from the audience spoke to the issues of the Park Ranger Program and
Police Services in the proposed budget:
Mike Maiten, 136 Belvue Drive, Friends of Belgatos Park, spoke in support of the Ranger
Program referring to safety and education for children provided by the program. He
mentioned maintenance done by rangers.
David Macay, 205 Bacigalupe Drive, supported the ranger program remaining in the
budget.
Ann Holly, Hilow Court, spoke in favor of the ranger program.
April Maiten, 136 Belvue Drive, spoke of concern for the future and spoke of desire to
participate in the summer financial forums.
Pete Siemens, Ellenwood Ave., representing the Trails and Bikeways Committee, spoke in
support of parks and rangers, and approved of the planned financial forums.

Layne Davis, representing the POA, spoke in support of the Police Department, and
requested Council's consideration when reviewing the budget.
Joe Pasinski, 350 Los Gatos Blvd., coordinator of Volunteer Disaster Team, concerned
about safety service in Town and the need for continued police service levels.
David Lavern, Woodland, spoke for the need of safety in Town and support of police
services.
Pete Patersitch, 107 Oak Rim Crt, spoke in support of Police Services.
Knowlton Shore, 247 Los Gatos Blvd., spoke for the ranger program and asked Council to
look for funding to support it.
No one else from the audience addressed this issue.

Council Action Review:
Mr. O'Laughlin suggested that staff not make the suggested cuts in the Police Department
but look in other areas. The increased activity in the downtown due to beautification
programs and special events have made a direct impact on the budget with the need for
increased police services.
Mrs. Lubeck stated that she was not willing to cut any other departments any further than
they have been cut, but to restructure the departments or to look for alternative revenue
sources.
Mr. Attaway suggested that department growth needs to be met with reorganization and/or
creative funding and reserves should not be used.
Mr. Blanton will not consider reserves as a funding mechanism. Reorganization of the
system and alternative funding will be considered.
Mrs. Benjamin agreed with others and supported not using reserves.
Motion by Mrs. Lubeck, seconded by Mr. Blanton, to continued this item to the
reconvening of the Budget Hearing by Council at 7:30 p.m., May 24, 1994. Carried
unanimously.
WORLD CUP ACTIVITIES/POLICIES AND PROCEDURES/RESOLUTION 1994-71 (04A-D.06)
Motion by Mrs. Benjamin, seconded by Mr. O'Laughlin, that Council adopt Resolution
1994-71 entitled, RESOLUTION OF THE TOWN OF LOS GATOS ESTABLISHING
POLICIES AND PROCEDURES REGARDING THE 1994 FIFA WORLD CUP ACTIVITIES
IN THE TOWN OF LOS GATOS. Carried by a vote of 4 ayes. Mrs. Lubeck absent.
Motion by Mrs. Benjamin, seconded by Mr. O'Laughlin, that Council transfer $4,000 from
the Reserve for Economic Uncertainty to host support activities under the policy and
procedures regarding the 1994 World Cup Activities in the Town of Los Gatos. Carried by a
vote of 4 ayes. Mrs. Lubeck absent.
Motion by Mrs. Benjamin, seconded by Mr. O'Laughlin, that Council authorize Town
Manager to provide extra security for the Brazilian World Cup Soccer Team at Villa Felice
from May 26 through June 14, 1994. Carried unanimously.
Motion by Mrs. Benjamin, seconded by Mr. O'Laughlin,that Council transfer $20,000 from
Reserve for Economic Uncertainty to World Cup Project Account. Carried unanimously.
ADJOURNMENT
Motion by Mr. Blanton, seconded by Mrs. Benjamin, to adjourned this evening's meeting
at 10:45 p.m. to the reconvening of the Budget Hearing by Council at 7:30 p.m., May 24,
1994.
