TOWN COUNCIL
The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the
Town Hall, 110 East Main Street, at 5:02 p.m., Monday, August 22, 1994, in regular session.
ROLL CALL
Present:Joanne Benjamin, Steven Blanton, Linda Lubeck,
and Mayor Attaway.
Absent:Patrick O'Laughlin.

Given by all in attendance.

9421 PROJECT/BI-ANNUAL ST RESURFACING/BID AWARD/RESOLUTION 1994-135 (01.35)
Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council adopt Resolution 1994-135
entitled, RESOLUTION OF THE TOWN OF LOS GATOS AUTHORIZING THE
EXECUTION OF AN AGREEMENT WITH GRAHAM CONTRACTORS FOR PROJECT
9421 BI-ANNUAL STREET RESURFACING, awarding the bid to the lowest responsible
contractor and establishing a contingency of 20%. Carried by a vote of 4 ayes. Mr. O'Laughlin
absent.
CELLULAR PANEL ANTENNAS/LARK AVE 16400/RESOLUTION 1994-136 (02.09)
Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council adopt Resolution 1994-136
entitled, RESOLUTION OF THE TOWN OF LOS GATOS DENYING APPEAL OF
PLANNING COMMISSION DECISION TO APPROVE A REQUEST FOR PERMISSION TO
INSTALL ROOF MOUNTED CELLULAR PANEL ANTENNAS AND AN EQUIPMENT
BUILDING ON PROPERTY IN THE CH ZONE CONDITIONAL USE PERMIT
APPLICATION U-91-12A, which incorporates the Council findings and decisions at its meeting of
August 1, 1994. Carried by a vote of 4 ayes. Mr. O'Laughlin absent.
MINUTES OF July 18, 1994 (03.V)
Motion by Mr. Blanton, seconded by Mrs. Benjamin, that Council approve the Minutes of July 18,
1994 as submitted. Carried by a vote of 3 ayes. Mrs. Benjamin abstained. Mr. O'Laughlin absent.
COUNCIL COMMENTS (00.10)
Mr. Blanton commented on an article in the paper which mentioned activities of town committees.
Council requested a report from staff on the appropriateness of certain actions taken by committees
and the need for these actions to be directed by the whole committee after correctly agendized

COUNCIL REPORT/ROUTE 85/CELEBRATION (04.10)
Mrs. Lubeck reported on the plans for the Route 85 Completion Celebration scheduled for October 19,
1994. Caltrans has taken some actions on what can be done at the celebration. Each jurisdiction must
assign a staff person as the key person in charge on the day of the event. The Engineering and Police
Departments will be working together on the events of the day to ensure safety and security. The Los
Gatos section of the freeway will be the site of the Command Post for the day. We will be responsible
for the care of our section of the freeway and liable for any maintenance and cleanup after the event.
The expense of portable toilets, cleanup and security should be approximately $5,000 which Mrs.
Lubeck requested to be agendized as a budget item on the next Council agenda. The transit assist van,
to be in conformance with ADA requirements, will cost $90 . Entertainment at very reduced rates,
generators, and 20 portable toilets, signs and activities supplies will cost approximately $4,000.
Flyers and notices in the paper will go out to the town and the overall message will be of a community
orientated activity and celebration. Weekly meetings are planned from now until the celebration.
