TOWN COUNCIL
The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers
of the Town Hall, 110 East Main Street, at 7:45 p.m., Tuesday, May 25, 1993, in adjourned
regular session.
ROLL CALL
Present:Randy Attaway, Steven Blanton, Linda Lubeck,
Patrick O'Laughlin and Mayor Joanne Benjamin.
Absent:None.

PUBLIC HEARING
1993-94 COMMUNITY GRANT FUNDS
COMMUNITY BLOCK GRANT FUNDS ALLOCATIONS
OPERATING BUDGET FOR 1993-94/COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
Mayor Benjamin stated that this was the time and place duly noted for continuation of public
hearing to consider Preliminary 1993-94 Operating Budget Including the Use of Community
Development Block Grant Funding.
HUMAN SERVICES
The following people from the audience spoke:
Food and Shelter:
Dino Pecoraro Santa Clara County Nutrition Program, requested reconsideration of the
original funding due to the matching funds that the agency receives.
Eleanor Vora, Santa Clara County Nutrition Program which serves meals to the senior
citizens of Los Gatos, requested continued support for the home delivery program and the
daily serving of meals to the elderly.
Second Harvest Food Bank, serves over 235 agencies. A representative was not present.

Catholic Charities/Shared Housing, an alternative housing opportunity, did not have a
representative present.
Medical and Mental Health Services:
Mary Clark, Catholic Charities/Ombudsman Program, explained the benefit to elders that
this organization provides.
Mike Abkin, Live Oak Adult Day Service, requested that the CDBG figures approved in
March be those that are funded by Council.

BUDGET HEARINGS CONTINUED
Donna Lynd, Senior Coordinating Council, expressed thanks to Council for support over the
years and her regret that the Senior Coordinating Council had voted to dissolve the agency,
and turn all remaining funds over to Family Services Association of Santa Clara Valley.
Council thanked Donna for all the time and effort she has devoted to the Town and Senior
Coordinating Council.
Marilyn Rumelhart, Family Services Association, thanked Donna for her consideration.
Mindy Goodman, Teen Counseling Center, thanked the Town for its continued support.
Amy Erickson, Teen Counseling Center, spoke to Council about her service as a peer
counselor and the work the agency performs.
Transit Assist, is a request for funds to be used to pay for office space in the Neighborhood
Center.
Judith Monahan, San Jose State University, Health Place, thanked Council for its
continued support.
Other:
Tova Rugani, Matt Daily & Mark Train, A Place for Teens, requested a small grant from
the Town.
Mark Weiner, Community Services Commission Needs Assessment, explained the
purpose of the project.
Santa Clara County Transportation Agency, did not have a representative.
Friends of the Reading Program, did not have a representative.
Mark Weiner, representing the Community Services Commission, spoke regarding the
process used for the agencies to present their budgets for consideration to Council.
ARTS AND EDUCATION
Arts Services:
Susan Buxton, Arts Docents of Los Gatos, gave an overview of the program and requested
continued support from Council.
Margaret Sims, Los Gatos Chamber Orchestra, explained the Chamber Orchestra's
program.
Steve Rice, Los Gatos Museum Association, explained future plans, and thanked Council
for their continued support.
Photographic Guild of Los Gatos, did not have a representative present.
Linda Spencer, San Jose Symphony, stated the necessary cut backs of music to the
schools if there is no support from the Town.

Barbara Beerstein, Silicon Valley Arts Fund, remained a nonfunded agency.
John Snelham, Silicon Valley Arts Fund, spoke for this coordinated effort to form a
foundation to support the arts in Santa Clara Valley.
Villa Montalvo Center for the Arts, did not have a representative present.
Leslie Mionette, & Juliana Diekneite, Young Audiences, addressed the purpose and
services of this organization.
Jay Able, Youth Science Institute, addressed the need for funding and its leverage ability in
matching funds.

BUDGET HEARINGS CONTINUED
Arts Commissioners:
Kathy Harlan, explained the need of the Art Docents program and spoke of the Town's
generosity to the arts and education.
Fawn Powers, thanked Council for their continued support and requested the
recommended funding of the Los Gatos Museum Association.
Emerald Hathaway-Lohr, spoke about Music in the Plaza, and asked for Council's
continued support.
COMMUNITY DEVELOPMENT BLOCK GRANT
Economic and Social Opportunities did not have a representative present.
Linda Armstrong, Emergency Housing Consortium, addressed Council on county housing
problems.
Food Bank Distribution Center did not have a representative present.
Housing Conservation Program (Rehab Project Support Loans) is a financially viable
program benefiting from Council's continued support.
Motion by Mrs. Lubeck, seconded by Mr. Attaway, that Council close the public hearing.
Carried unanimously.
Motion by Mrs. Lubeck, seconded by Mayor Benjamin, that Council return to the original
allocation of the $41,750.00 in CDBG funds, due to the leveraging effect of Town's dollars on
these programs. Carried by a vote of 3 ayes. Mr. Attaway and Mr. Blanton voted no.
Motion by Mr. Blanton, seconded by Mr. O'Laughlin, to allocate $126,800 to the Human
Services Agencies, including CDBG funds. Carried unanimously.
Motion by Mr. Blanton, seconded by Mr. O'Laughlin, to allocate $31,240 to the Arts,
Cultural and Educational Agencies. Carried by as vote of 4 ayes. Mr. Attaway voted no
stating that these agencies should be finding alternative funding rather than looking to
municipalities for support. There should be broad based community support for these
cultural activities.
Motion by Mrs. Lubeck, seconded by Mr. O'Laughlin, to allocate $189,640 in CDBG funds
as per the Community Services Commission's recommendation. Carried unanimously.
Motion by Mr. Attaway, seconded by Mr. O'Laughlin, to allocate $960 to Commissions

and Committees for copying and mailing costs. Carried unanimously.
Motion by Mrs. Lubeck to return the $3,500 allocated to the "Music in the Plaza" program
back to the General Fund. Motion died for lack of a second.
Motion by Mr. Attaway, seconded by Mr. O'Laughlin, that Council make the approved
recommendations of $3,500 for "Music in the Plaza". Carried unanimously.

BUDGET HEARINGS CONTINUED
Mrs. Lubeck asked for Council consensus on revisiting resolution 1988-131 which allows
Council to expend no more than $161,000 annually on Community Grants. She asked that
this issue be considered under study session on Town finances in the future.
Mayor Benjamin commended staff, commissions and boards, and the Council on a difficult
decision making process well done. Perseverance, commitment to the Town, keeping a
vision and direction toward a difficult but necessary goal. Mrs. Lubeck also thanked the
Mayor for her guidance through these difficult meetings.
ADJOURNMENT
Mayor Benjamin adjourned this evening's meeting at 10.18 P.M.
