M 05-26-92TOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/PARKING AUTHORITY May 26, 1992 Minutes TOWN COUNCIL The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the Town Hall, 110 East Main Street, at 7:32 p.m., Tuesday, May 26, 1992, in regular session. ROLL CALL Present:Randy Attaway, Joanne Benjamin, Steven Blanton, Brent N. Ventura and Mayor Eric D. Carlson. Absent:None. PLEDGE OF ALLEGIANCE Given by all in attendance. PUBLIC HEARING 1992-93 OPERATING BUDGET MANAGER'S PRESENTATION OF 1992-93 BUDGET Overview of Revenues: Last fiscal year Town used approximately $1,000,000 in one-time- only monies to balance the 1991-92 Operating Budget. This year only $350,000 will be used in one-time-only funds. Discussion involved Certificates of Participation, Interfund Transfer and Transient Occupancy Tax. Overview of Expenditures: Attorney's Office explained that although litigation budget had been cut some of the larger litigation costs for specific projects are not taken from attorney's account, but from special project accounts. Police Department suffers a loss of service to the community attached to the freezing of the Crime Analyst, Parking Control Officer and three Community Service Officer Interns as recommended in this year's budget. David Lubeck, 27 Fillmer Ave., suggested using students for crossing guards and Council requested he see the School Board on that proposal. TC:D3:MM052692 Planning Department requested additional computers and a central data base. Reductions were made in staff time and realignment of departments was defined within Planning, Building, Engineering and Redevelopment departments. Building/Engineering Department has a need for an associate civil engineer/project manager, (with technical expertise), for the municipal projects generated by the Town. Library Department will freeze a half-time library clerk position and with reclassification, increase service for the children's library. Council requested further analysis of personnel costs. TC:D3:MM052692 May 26, 1992 Los Gatos, California Motion by Mrs. Benjamin, seconded by Mr. Blanton, that Council fund the book budget of the Library with an additional $52,000 and prepare a four or five year plan to put the Library back on a current acquisition track. Carried unanimously. Gail Long, 15729 Kavin Lane, feels there's a deterioration in the library which would take additional funds to offset, and asked if the Town could possibly join the County Library System in order to keep the book selection current. Parks Department, will need between $30,000 to $50,000 in order to trim the fire area hillside trees, and have a need for three times the amount budgeted for street repairs. Motion by Mr. Blanton, seconded by Mr. Ventura, to budget $50,000 in Parks for tree trimming in the hillside fire hazard area. Carried unanimously. Motion by Mr. Blanton, seconded by Mr. Ventura, to budget $30,000 in Parks for tree trimming in Oak Meadow Park and replacement of trees. Carried unanimously. Community Services, explained procedures with Solid Waste Management and Community Programs, and also requested half time person to assist with programs. Discussion was held regarding maintenance costs at the museum and a method of assessing the Museum Association the increases in these expenses. Motion by Mr. Blanton, seconded by Mrs Benjamin, that staff look at alternate means of assessing the maintenance costs and the method of billing tenants of Town property for those costs. Carried unanimously. GENERAL FUND UNAPPROPRIATED RESERVE Council requested that staff return with an increase in the Economic Uncertainty fund of approximately one million dollars, and generate an increase in the Building Maintenance Reserve from Equipment Replacement and Unappropriated Reserves. Council requested that staff do analysis on funding the police department, and make a selection from the two priorities of crime analyst or computer system within the Crime Prevention Program. Council's final request was to review the accounting format and place the Reserves within the General Fund.
