TOWN COUNCIL
The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers
of the Town Hall, 110 East Main Street, at 7:37 p.m., Monday, June 8, 1992, in regular
session.
ROLL CALL
Present: Randy Attaway, Joanne Benjamin, Steven Blanton,
and Chairman Eric D. Carlson.
Absent: Brent N. Ventura
PLEDGE OF ALLEGIANCE
Given by all in attendance.
CAPITAL IMPROVEMENT PROGRAM/1992-1997/RESOLUTION 1992-103 (01.06)
Mayor Carlson stated that this was the time and place duly noted to consider the proposed
Capital Improvement Program for 1992-97.
Motion by Mr. Attaway, seconded by Mrs. Benjamin, that Council adopt Resolution 1992-
103 entitled, RESOLUTION OF THE TOWN OF LOS GATOS APPROVING CAPITAL
IMPROVEMENT PROGRAM BUDGET APPROVING 1992-97 CAPITAL IMPROVEMENT
PROGRAM, noting that the Parking Program with the Certificates of Participation has been
incorporated in the Budget document. Carried by a vote of 4 ayes. Mr. Ventura absent.
PUBLIC HEARING
OPERATING BUDGET FOR 1992-93/COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
(02.06)
Mayor Carlson stated that this was the time and place duly noted for public hearing to
consider 1992-93 Operating Budget including allocation of Community Development Block
Grant Funding.
The following person spoke to this issue:
Linda Armstrong, 265 Warren St., Santa Cruz, Emergency Housing Consortium
representative, requested funding from Council and explained the need for this support

regarding the number of documented Los Gatos homeless that are seen by this
organization.
No one else from the audience spoke regarding this item.
Motion by Mr. Attaway, seconded by Mrs. Benjamin, to close the Public Hearing. Carried
by a vote of 4 ayes. Mr. Ventura absent.
Motion by Mrs. Benjamin, seconded by Mr. Carlson, to grant $1,920 to the Emergency
Housing Consortium. Funding to come from the Economic Uncertainty Reserve, with the
understanding that this amount shall be replaced in Economic Uncertainty when another
funding source is identified. Carried by a vote of 4 ayes. Mr. Ventura absent.

CDBG FUNDS/BUDGET CONT
Motion by Mr. Attaway, seconded by Mrs. Benjamin, to approve the staff report as
reflected on page six for additional funding mechanisms for the 1992-93 Operating Budget.
Carried by a vote of 4 ayes. Mr. Ventura absent.
CHRISTOPHER COLUMBUS/QUINCENTENNIAL COMMISSION (03.23)
Mayor Carlson agendized this item for Council discussion. Council consensus to proceed
with a Town Proclamation recognizing this activity.
BUS STOP/ALBERTO WAY/SARATOGA AVE (03.38)
After an introduction by staff regarding the problems and concerns associated with this item
the following people from the audience addressed the issues:
Don McQuire, 451 Alberto Way #251D, expressed his desire to see Council and staff
continue to work with the County on establishing a safe and convenient bus stop. His
request was to defer recommended action until more citizen participation can be focused on
the issue at the County level.
Evelyn Courtney, representing The Commons, supported the previous speakers
comments.
Mrs. Benjamin, stated that Alice Hansen, Foster Road resident, had volunteered her time
this summer, beginning immediately, to work out some alternatives with the County, realizing
this would take dedicated effort.
Motion by Mrs. Benjamin, seconded by Mr. Attaway, that Council approve removing the
painted traffic lines immediately; that Council encourage citizen participation at the County
level; that the Mayor send a letter by June 10, 1992, to County Supervisor Mike Honda
addressing the removal of the yellow traffic lines due to the great confusion to drivers, and
the many complaints already received due to this odd traffic configuration; and the request
for increased service at this location so a reasonable evaluation of ridership can be made
that would take into consideration the length of time it takes to build transit clientele. Carried
by a vote of 4 ayes. Mr. Ventura absent.
Mr. Carlson stated for the record that he had received many calls regarding the confusing
yellow traffic lines at the bus stop. This information he has tried to pass on to the County
along with the analysis of safety issues pointed out by the police department. He remains in
support of the bus stop and encourages review of alternate proposals addressing safety at
this location.
