TOWN COUNCIL
The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers
of the Town Hall, 110 East Main Street, at 7:36 p.m., Wednesday, May 27, 1992, in
adjourned regular session from the night before.
ROLL CALL
Present:Randy Attaway, Joanne Benjamin arrived at 7:40 p.m., Steven Blanton
arrived at 8:50 p.m., Brent N. Ventura and Mayor Eric D. Carlson.
Absent:None.
PRESENTATION/CLASSIC AMERICAN THEATRE OF LOS GATOS (00.43)
Tom Brehmer, representing Classic American Theatre of Los Gatos, discussed plans for a
professional theatre in the Town of Los Gatos. Mayor Carlson presented the group with a
proclamation from the Town giving them moral support and wishing them the best of luck in
their plans.
PUBLIC HEARING
COMMUNITY GRANT FUNDS AND
COMMUNITY BLOCK GRANT FUNDS ALLOCATIONS
OPERATING BUDGET FOR 1992-93/COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
Mayor Carlson stated that this was the time and place duly noted for public hearing to
consider 1992-93 Operating budget including allocation of Community Development Block
Grant Funding.
HUMAN SERVICES (01.19)
The following people from the audience spoke:
Mary Alice Blice, 484 Woodland Ave., Chair of Community Services Commission,
expressed thanks to all the services operating in the Town and wished there were more
funds to allocate to them.
Regina Falkner, Community Services Director, explained the rationale of the Community

Services Commission's recommendations.
Donna Cooper, representing Long Term Care Ombudsman Program, thanked the Town for
its support, and explained the benefit to elders that this organization performs.
Lita Freilander, Live Oak Adult Day Services, thanked the Town for its recommended
contribution.
Phyllis Connolly, S.J.S.U. Health Place, thanked Council for continuing support.
Lyle Cullen, Santa Clara County Nutrition Program, serves meals to the senior citizens of
Los Gatos, and requested continued support for the home delivery program and the daily
serving of meals for the elderly.

HUMAN SERVICES CONT.
Shala Hruska, A Place for Teens, requested additional support from Council in allocating
funds that the teens can use as seed money in applying for additional grants.
Donna Lind, Senior Coordinating Council, thanked the Community Services Department
and Commission, and also Councilmember Attaway. She spoke of planning and fundraising
by the Seniors for a Senior Center.
Beckie Pitts-Gerdono, Teen Counseling Center, thanked the Town for its continued
support.
John Bakay, Second Harvest Food Bank, stated that the food bank serves 235 agencies,
and distributed 14 million pounds of food in the last year. He asked for Council's support in
financing new food bank facilities.
Chris Locke, Catholic Charities/Shared Housing, thanked the staff for their support with this
alternative housing opportunity.
Regina Falkner, spoke for Transit Assist, stating that the request is for funds to be used to
pay for office space in the Neighborhood Center.
Women's Housing Connection, did not send a representative.
Catherine Brown, Economic and Social Opportunities , explained that this group provides
minor home repairs for low income home owners, and senior citizens.
Emergency Housing Consortium, notified the Town that they would be unable to attend
tonight's meeting.
No one else from the audience spoke to the Council on these issues.
Motion by Mr. Ventura, that staff search for some way to make it possible to give
additional funds to the Teen Place, and Second Harvest Food Bank Distribution Center;
motion dies for lack of second.
Motion by Mrs. Benjamin, seconded by Mr. Ventura, that the $1,920 recommended
allocation for the Emergency Housing Consortium be reallocated to the Second Harvest
Food Bank/Distribution Center; and that staff identify a funding source for $1,000 to be
allocated to A Place for Teens, showing the Council's support for the Teen's efforts. Carried
by 4 ayes. Mr. Blanton absent.
Motion by Mr. Ventura, seconded by Mrs. Benjamin, that Council allocate fiscal year
1992-1993 funds to nonprofit agencies as recommended by the Community Services, except
for changes in the proposal made by the previous motion. Carried by a vote of 4 ayes. Mr.
Blanton absent.
ARTS AND EDUCATION ALLOCATIONS

The following people from the audience spoke regarding Arts and Education:
Fawn Powers, Vice-Chair of Arts Commission, explained the proposed funding for the
various nonprofit organizations.
Leslie McGilvray, Art Docents, spoke of the Art Docent program, and of the need for the
money because of the economic hardship of the school district. She spoke of their
fundraising campaigns, but stated that every bit of support possible is needed.
Margaret Sims, Los Gatos Chamber Orchestra, explained the Chamber Orchestra's
program.

ARTS/EDUCATION CONT.
Bob Hamilton, 368 Bella Vista, Los Gatos Museum Association, explained future plans,
and thanked the staff and council for their support.
Jack Parsons, Photographic Guild of Los Gatos, explained the history of the guild, and
requested funds to continue the program.
Lynn Spencer, San Jose Symphony/Music in the Schools Program, thanked the Town for
recommended funding and explained what that funding contributed to.
Julieana Diekneite, Young Audiences of San Jose, explained their program, and stated
that they are requesting additional funding because they want to be able to provide services
to the high school as well as the elementary and middle schools.
Jay Ablen, Youth Science Institute, thanked the Town for its support.
No one else from the audience spoke to the Council on these items.
Motion by Mr. Attaway, seconded by Mr. Ventura, that the recommended funds be
approved and that $2,520 additional funds be allocated to the Art Docents, as they provide a
very valuable service to the Town. Carried by 4 ayes. Mr. Carlson abstained due to a
possible conflict of interest.
ADJOURNMENT
Motion by Mr. Attaway, seconded by Mrs. Benjamin, that Council adjourn at 9:03 p.m.
Carried unanimously.
