M 05-29-91TOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/PARKING AUTHORITY May 29, 1991 Minutes TOWN COUNCIL The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the Town Hall, 110 East Main Street, at 7:43 p.m., Wednesday, May 29, 1991, in adjourned special session. ROLL CALL Present:Randy Attaway, Steven Blanton, Eric D. Carlson and Mayor Brent N. Ventura. Absent:Joanne Benjamin. PLEDGE OF ALLEGIANCE Given by all in attendance. OPERATING BUDGET FOR 1991-92/COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS Mayor Ventura stated that this was the time and place duly noted for public hearing to consider 1991-92 Operating Budget including allocation of Community Development Block Grant Funding. HUMAN SERVICES The following people from the audience spoke: Mary Alice Blice, 484 Woodland Ave., Chairman of the Community Services Commission, expressed thanks to all the services operating in the Town and wished there were more funds to allocate them. Chris Locke, Director of Shared Housing, thanked Council for their continued support. Lita Freilander, Director of Live Oak Adult Care Day Services, 19 High School Crt, spoke of the importance of this program and the needs of the people it serves. Dr. Elizabeth Deats, San Jose State University, Health Place Representative, explained that the 8% cut in this year's budget will mean 120 to 150 less visits to the extremely frail and elderly who may be able to remain in their homes if they can continue to receive these daily visits. Bruce Pardella, representing the Senior Nutrition Program, thanked Council for continuing support and funding. TC:D1:MM052991 Donna Lind, 1124 Austin Crt, San Jose, representing the Senior Coordinating Council, stated that Los Gatos had the largest population of citizens 75 years old and over than any other Santa Clara County City and asked Council for continued support at last year's budget level. Beckie Pitts-Gerdono, Teen Counseling Center, talked about the growth experienced by the service and the decrease of funds due to budget constraints. The following services were called but there were no representatives this evening: Food Bank; Transit Assist; A place for Teens; Catholic Charities Ombudsman Program. TC:D1:MM052991 May 29, 1991 Los Gatos, California ARTS AND EDUCATION The following people from the audience spoke: Pat Weinberg, 15500 Equestrian Way, Monte Sereno, representing the Art Docents, 16400 Blossom Hill Rd., feels that the 30% budget cut back is excessive, especially since the schools have had a 20% increase in enrollment. Lynn Spencer, San Jose Symphony, thanked Council for continued support. Jay Ablen, 410 Victoria Place, Youth Science Institute, thanked Council for help in the past, and explained that due to cut backs they will have to start charging for services. Gene Phieffer, Los Gatos High School sculpture project, thanked Council for their continued support. Bob Hamilton, 368 Bella Vista, representing the Museum Association, requested full funding for the museum this year so as to get the new program and director firmly established. Ethel Worn, 95 Wadsworth Ave., representing Music in the Plaza, explained the program and that music is scheduled according to amount of funds received, and that the program can be extended if more funding is available. The following services were called but there was no representative this evening: Photographic Guild of Los Gatos; Young Audiences; Los Gatos Chamber Orchestra; Recreation Department. There was no one else from the audience to speak to Council. Motion by Mr. Carlson, seconded by Mr. Attaway, to fund the crime analyst in the Police Department with the $35,500 from increased revenue, $10,000 from overtime, and to continue looking for the other $10,000. Carried by a vote of 4 ayes. Mrs. Benjamin absent. Motion by Mr. Attaway, seconded by Mr. Carlson, that the Human Services agencies would maintain their last year funding level by using the Library video rental revenues. Carried by a vote of 4 ayes. Mrs. Benjamin absent. Motion by Mr. Carlson, seconded by Mr.Blanton, to use the Parks, Forestry, and Maintenance Janitorial savings of $20,000 and the $5,000 of Council benefits, which will total $25,000 and cover last year's funding level for the Arts and Education agencies' proposals. Carried by a vote of 4 ayes. Mrs. Benjamin absent. Mr. Carlson's motion did not in any way include his personal voting or advocacy for the San Jose Symphony. The Symphony carries by a vote of 3 ayes. Mr. Carlson abstained. Mrs. Benjamin absent. Motion by Mr. Carlson, seconded by Mr. Attaway, to fund the human services with $28,500 from Building, Planning and PC's, plus $7,000 from Manager's reevaluation of the budget. Carried by a vote of 4 ayes. Mrs. Benjamin absent. TC:D1:MM052991 May 29, 1991 Los Gatos, California Motion by Mr. Carlson, seconded by Mr. Attaway, to add $1,500 back to Music in the Park. Carried by a vote of 4 ayes. Mrs. Benjamin absent. Motion by Mr. Carlson, seconded by Mr. Attaway, to approve the 1991-92 Proposed Commission Budgets. Carried by a vote of 4 ayes. Mrs. Benjamin absent. TC:D1:MM052991 May 29, 1991 Los Gatos, California VERBAL COMMUNICATION TOT Program Carol Lane, 140 South Santa Cruz Ave, requested information regarding the TOT program.
