M 06-12-90TOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/PARKING AUTHORITY June 12, 1990 Minutes TOWN COUNCIL The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of the Town Hall, 100 East Main Street, at 7:30 p.m., Tuesday, June 12, 1990, in regular adjourned session. ROLL CALL Present:Joanne Benjamin, Eric D. Carlson, Robert L. Hamilton, Brent N. Ventura and Mayor Thomas J. Ferrito. Absent:None. PLEDGE OF ALLEGIANCE Given by all in attendance. VERBAL COMMUNICATIONS Richard Derus, 246 Vista Del Monte, discussed access to Lark Ave. from Oka Road. and the need for the Town to have land dedicated at this time for access to property along the creek berm. COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING Mayor Ferrito stated that this was the time and place duly noted for public hearing to consider allocation of General Funds to non-profit community agencies from two categories: Community Grants and Community Contributions. Through Resolution 1988-130, adopted June 1988, Council stated that up to $161,000 would be allocated to non-profit agencies annually, regardless of funding source. Traditionally, $50,000 has come from CDBG funds and the balance of $111,000 has been appropriated from the Town's General Fund. HUMAN SERVICES The following people from the audience spoke in favor of funding their program: Phyllis Connolly, San Jose State, representing the "Health Place". Lita Freilander, Live Oak Nutrition Center. Bruce Pardella, program consultant from the County Department of Social Services, spoke in support of Home Meals at the Nutrition Site. Commended Elenore Vorce, site manager TC:D1:MM061290 of the nutrition site, and Lauren Honda, and Barbara Derdorf, of the program. Harryette Shuell, Senior Coordinating Council, had people from the audience stand to see the number of supporters for the request not to decrease the funding $6,000. Beckie Pitts-Gerdono, Teen Council Center, introduced those in the audience supporting the program. Maxine Hybarger, Live Oak Nutrition Center, spoke of the need for continued funding for home meal delivery. TC:D1:MM061290 June 12, 1990 Los Gatos, California ARTS AND EDUCATION Gretchen Grepersen, Art Docents, spoke for the needed funding and acknowledged the people in the audience supporting this service. Julieana Diekneite, Executive Director of Young Audiences, spoke of the 132,000 children served specifically the 2,000 in Los Gatos; these services costing less than 50 cents per child. David Johnston, Director of Youth Science Institute, spoke of the loss of equipment due to the earthquake and expressed a need for continued support at this time. Wendy Spencer, San Jose Symphony representative, requested continued support for the program offered to the five schools in Los Gatos. COMMUNITY CONTRIBUTIONS Bob Best, Director of the Los Gatos-Saratoga Recreation Department, requested continued support from the Town in leasing the building and contribution to mailing costs. Ethel Worn, Chairman of Music in the Plaza, requested continued support. There was no one else in the audience who spoke to this issue. Motion by Mr. Carlson, seconded by Mr. Ventura, to close the public hearing. Carried unanimously. Motion by Mr. Carlson, seconded by Mr. Hamilton, to remove the $14,400 designated to KCAT from the proposed budget. Carried by a vote of 3 ayes. Mr. Ventura and Mayor Ferrito abstained due to being board members of KCAT. Motion by Mr. Carlson, seconded by Mr. Hamilton, that the 40% franchise fee ($41,600) go to KCAT as defined in the contract. This fee would return to Brenmore Cable if not awarded to KCAT. Carried by a vote of 3 ayes. Mr. Ventura and Mayor Ferrito abstained. Motion by Mrs. Benjamin, seconded by Mr. Carlson, that $3,500 be awarded to Music in the Plaza program. Carried unanimously. Motion by Mr. Carlson, seconded by Mr. Hamilton, that the $4,800 allocated for the Museum be removed from the budget since the Museum has funds remaining from last year as yet unclaimed. Carried unanimously. Motion by Mr. Carlson, seconded by Mrs. Benjamin, that Council not fund the Recreation Department $6,720 this year. The Recreation Department is able to raise its user fees to cover the increased costs they are experiencing but the school districts and Town are not able to raise funds in this manner. Carried by a vote of 4 ayes. Mr. Hamilton voted no. TC:D1:MM061290 June 12, 1990 Los Gatos, California Motion by Mr. Carlson, seconded by Mr. Hamilton, that Council adopt column two of the staff report reflecting a 4% cut of the 1989-90 budget as follows: Commission/Committees Art 480 Community Service 480 Sister City 480 Youth Advisory Commission 480 Motion for funding cont. Art/Education Art Docents 11,520 Los Gatos Community Concert 500 L.G. Photographic Guild 420 Young Audience 960 Youth Science 5,760 San Jose Symphony 5,280 Human Services SJSU Health 9,200 Transit Assist 5,650 Home Meals 32,120 Teen Counseling 33,320 Sr Coordinating Council 25,200 CDBG Funding Catholic Social Services 9,000 SJSU Health 5,910 Live Oak 21,000 Food Bank 4,200 This cut does not apply to those agencies funded by CDBG funds. Carried unanimously. Mr. Ventura abstained from Transit Assist. Mr. Carlson abstained from the Food Bank and the San Jose Symphony. Mayor Ferrito abstained from the Art Docents. Mrs. Benjamin pointed out that the Senior Coordinating Council was funded the $6,000 they thought they might lose. COUNCIL RECESS Mayor Ventura declared a short recess at 9:05 p.m. The meeting was called back to order at 9:15 p.m. Mr. Carlson stated that Mr. Cobb of the Food Bank said the agency receives a matching grant and the 4% cut effectively cuts the agency 8%. In order to make the cuts uniform the Food Bank should only be cut 2%. Mr. Cobb will submit a report to Council explaining this TC:D1:MM061290 June 12, 1990 Los Gatos, California situation so that Council may act upon it. TOWN CLERK Town Clerk's Office cut salaries and benefits 10% in order to cover their 4% budget cut and $5,000 special noticing bill added to their budget. POLICE Police Department proposed reducing crossing guards at the signaled intersections and replacing them with parking control officers to cover the 4% cuts. This eliminates the parking control officers in the preferential parking districts. Motion by Mrs. Benjamin, seconded by Mr. Ventura, that Council accept the schedule submitted by staff for equipment replacement being deferred for one year. The $4,500 savings will be applied to the Police budget. Carried by a vote of 4 ayes. Mr. Hamilton voted no. TC:D1:MM061290 June 12, 1990 Los Gatos, California POLICE CONT. Motion by Mrs. Benjamin, seconded by Mr. Ventura, that Council retain the crossing guards for a cost of $29,402 which will be funded by the $6,000 saved in the equipment budget and increased revenue from interest income. Carried unanimously. LIBRARY Motion by Mrs. Benjamin, seconded by Mr. Ventura, to keep the Library open on Sundays and take the $39,300 will be funded in the following manner: reduction of 11 hours per week at the circulation desk for a savings of $6,500; reduction of 15 hours per week by opening at 10:00 a.m. daily for a savings of $8,900; elimination of telephone reference service on Sundays cuts one reference librarian that day saving $6,000; elimination of vacation replacement hours saves $5,900. The suggested book budget reduction of $12,000 will be funded by savings found in the Community Services budget. This gives a total cut in Library budget of $27,300. Carried unanimously. UNFUNDED ITEMS OPERATING BUDGET Motion by Mrs. Benjamin, seconded by Mr. Ventura, to fund the Tanner Hazardous Waste Program for $6,700. Carried unanimously. Motion by Mrs. Benjamin, seconded by Mr. Hamilton, to fund the Solid Waste Management Program for $90,000. Carried unanimously. Motion by Mr. Ventura, seconded by Mrs. Benjamin, to fund the Traffic Survey - 80 Streets for $20,000. Carried unanimously. Motion by Mr. Carlson, seconded by Mr. Ventura, to fund the Museum Program subject to further discussion on proposals June 18, 1990 for $35,000. Carried unanimously. Motion by Mr. Ventura, seconded by Mr. Carlson, to fund the Hazard Building Program for $47,000 and the Commercial Specific Plan Special Studies for $30,000 from the Earthquake Baseball Fund. The Chamber of Commerce will be asked to submit a letter requesting aid for the study from the Baseball Fund. Carried unanimously. CAPITAL IMPROVEMENT PROGRAM Mayor Ferrito stated that this was the time and place duly noted for public hearing to consider funding for the Town's Capital Improvement Program. Carried unanimously. Motion by Mrs. Benjamin that Council fund $4,670 for the Santa Clara County's Cities Association and Intergovernmental Council - Matching Funds to show our support for regional government. Motion dies for lack of a second. TC:D1:MM061290 June 12, 1990 Los Gatos, California CAPITAL IMPROVEMENT CONT. Motion by Mrs. Benjamin, seconded by Mr. Carlson, to fund $30,000 for Residential Demolition for Library Project. Carried by a vote of 4 ayes. Mr. Ventura voted no. Motion by Mr. Ventura, seconded by Mr. Ferrito, to fund $25,000 for Open Space. Motion did not carry. Mr. Ventura and Mayor Ferrito voted yes. Mrs. Benjamin, Mr. Carlson and Mr. Hamilton voted no. Mrs. Benjamin stated that there was no proposal before Council and many other proposed programs have had to be cut. Interim Town Manager, Bob Beyer, stated that a resolution would return to Council June 18, 1990 with which they could adopt the 1990-91 budget and a report on the practicality of keeping Council advised on a monthly basis as to the successful progression of the budget through the year would be given.
