M 03-12-90TOWN OF LOS GATOS CALIFORNIA TOWN COUNCIL/PARKING AUTHORITY March 12, 1990 Minutes TOWN COUNCIL The Town Council/Parking Authority of the Town of Los Gatos met in the Council Chambers of Town Hall, 100 E. Main St., at 7:47p.m., Monday, March 12, 1990, in adjourned regular session. ROLL CALL Present:Joanne Benjamin, Eric D. Carlson, Robert L. Hamilton, Brent N. Ventura, Mayor Thomas J. Ferrito. Absent:None. PLEDGE OF ALLEGIANCE Given by all in attendance. CLOSED SESSION Mary Jo Levinger, Town Attorney, reported that prior to this evening's meeting Council had met in Closed Session pursuant to Government Code Section 54956.9(c) to discuss Institution of Litigation with regard to Route 85. There is no report from that discussion. Pursuant to Government Code Section 54957, Council met to discuss a Personnel matter. There is no report from that discussion. MAIN STREET EAST 23/ZANDER HENRI/ES-73-71A/APPEAL PC DENIAL CHANTICLEER BOOK STORE/EARTHQUAKE DISPLACEMENT Mayor Ferrito announced that this was the time and place for Council's consideration of report on appeal of the Planning Director's and Director of Building Services' denial of plans to repair and make exterior changes to an earthquake damaged commercial building on property in the C-2 zone. Architecture and Site Application ES-73-71A. Property Owners: Henri and Harriet Zander. Property: 23 East Main Street. The following people spoke regarding this issue: Lee Bowman, Town Planning Director, explained that the standards adopted by Council in reference to earthquake damaged buildings were that the buildings must use the same TC:D1:MM031290 facade and exterior appearance as the day before the earthquake or buildings may be modeled after the exterior of the original building on the site before previous renovations. Evolving standards since the earthquake ask for compatibility with the surrounding buildings. Ron Tripiano, Structural Engineer for the project, 1264 Brookings Lane, Sunnyvale, explained safety issues and concerns addressed within the currently submitted proposal before Council this evening. Harriet Zander, 23 East Main Street, addressed the safety issues of expanses of glass and the desire to use small panes, and asked Council to give direction to staff so project could remain on fast track. APPEAL CONTINUED Henri Zander, 23 East Main Street, explained reasons for present design and opinion that this design is compatible with the architecture in the area. Motion by Mrs. Benjamin, seconded by Mr. Hamilton, to give direction to the Earthquake Restoration Committee to continue to work with the Zanders along the lines of the presentation in the report this evening, having the structural engineer continue to work with the committee concerning the minor details and refinements, especially the left side elevation. Mr. Hamilton adding that the project remains fast tracked and the appearance in this report is acceptable. Mr. Ventura notes that Council guidelines were to have post earthquake architecture be identical with that which had occupied the project site previously and does not want staff to think that Council has altered its policy. The building in question, being architecturally insignificant, is one of two that Council thought to review differently. Carried unanimously.
