TOWN COUNCIL
The Town Council/Parking Authority met in the Council Chambers of the Town at 7:35
p.m., in an continued regular session.
ROLL CALL
PRESENT:Joanne Benjamin,Robert L.Hamilton and mayor brent N. Ventura.
ABSENT:Eric D. Carlson and Thomas J. Ferrito.

Given by all in attendance.
CLOSED SESSION REPORT
Town Attorney Levinger, reported on closed session that was held prior to tonight's
meeting, stating Council has discussed Personnel matters and there is nothing to report
on said discussion. Labor relations, as listed on the agenda was not discussed.
VERBAL COMMUNICATIONS
Sally Robinson, resident of Johnson Avenue, spoke before Council on speeding on
Johnson Avenue and the need for some deterrent in this residential area. Mrs.
Robinson stated a week ago Friday her three year old son was hit by a car and broke
his leg. Feels very lucky that her son was not injured worse. Mrs. Robinson stated she
would like to see more police patrolling on residential streets on a regular basis. She
realizes her street is not the only ones with problems but does urge Council to look into
this problem. Discussion was held on the possible increase of police patrol in the
upcoming year. Mrs. Benjamin spoke of the need to alert people of need for safety
factor and the need for additional police patrols. Mr. Dick Gaines, resident on Johnson
Avenue and neighbor of the Robinson's, spoke on need for safety factors in this area
and would welcome a public hearing.
DOWNTOWN PARKING ASSESSMENT DIST.
Mayor Ventura stated this was the time and place duly noted for continued public
hearing to consider the Downtown Parking Assessment District. Town Manager spoke
of staff recommendation to continue this to May 11, 1987, to allow staff some time to
work out the concerns and problems of some of the property owners. Mrs. Benjamin
spoke on her reasons for supporting the parking district. Mrs. Benjamin stated she
believes that the Town would benefit from increased tax revenues by providing more
parking and believe the property owners will benefit from increased business. "If the
businesses in the downtown area don't feel the parking is needed or not that important
to expend funds, then I'm not going to vote for increased parking and spend Town
funds." She feels two million dollars can be spent in a lot of good ways and urges
people in this Town to work in a positive way, instead of a negative way. Mayor Ventura
supported Mrs. Benjamin's remarks. Mr. Hamilton questioned if he should step down
from his chair and was informed by Town Attorney he should as he cannot vote on said
issue as stated in the opinion from FPPC. Mr. Hamilton stepped down from his chair.
Town Manager spoke on monies Town has, stating that this money has been committed
to other capital projects. She has been speaking to various groups re the monies
available that Town has to spend on various project and will continue to do so for
anyone who is interested. Speaking on this issue was Jerry Lynch, representing Brady,
Bacigalupi and VanDalsem property owners suggesting, instead of having an
assessment district that the Town have a Town wide bond election. Also speaking on
the subject were George Tobin; Marilyn Waiton spoke of her property being included in
the parking district when she meets current parking requirements; Dennis Varni
requested that Town consider his protest even though it was late, and gave his reason
for lateness; and Don Skinner spoke with regards to churchs being assessed. After
further discussion Mrs. Benjamin moved meeting be continued until May 11, 1987,to
allow staff necessary time to thoroughly examine and correct any errors and omissions;
investigate assessment for church uses; investigate requirements and the early
implementation of parking control devices. Mayor Ventura seconded. Carried by vote
of two ayes. Mr. Hamilton abstained. Mr. Carlson and Mr. Ferrito were absent.
AMENDMENT ZONING ORDINANCE
Mayor Ventura stated this was the time and place for adoption of amendment to the
Town Zoning Ordinance A-87-1, concerning rules for properties with in a Parking
Assessment District. Mrs. Benjamin moved the adoption of said Ordinance be
continued to May 11, 1987. Mayor Ventura seconded. Carried by vote of two ayes.
Mr. Hamilton abstained. Mr. Carlson and Mr. Ferrito were absent.
