TOWN COUNCIL
The Town Council met in a specially called meeting in the Council Chambers of
the Town Hall at 7:40 p.m., in regular session.
ROLL CALL
PRESENT:Joanne Benjamin, Thomas J. Ferrito, Brent N. Ventura,a and
Mayor Terrence J. Daily.
ABSENT:Eric D. Carlson.
Mr. Carlson arrived at 7:50 p.m.
PLEDGE OF ALLEGIANCE
Given by all in attendance.
CLOSED SESSION REPORT
Mayor Daily stated a closed Session was not held prior to tonight's meeting and
there is no report.
Mr. Carlson arrived at 7:50 p.m.
PUBLIC HEARING FOR FUNDING ALLOCATIONS
Mayor Daily stated this was the time and place duly noted for public hearing to
consider the allocation of funds appropriated for Fiscal Year 1986/87 Community
Service Funds. The Town Manager, Deborah Swartfager, reported there was
$81,750.00 available for allocation to the community service organizations for the
nine month period from October 1, 1986 through June 30, 1987. Mr. Ferrito
asked each organization how much was spent on their audits that is required by
the federal government under revenue sharing.
Santa Clara Department of Social Services , Home Delivered Meals Program.
The nutrition program delivers fifty hot meals per day, five days a week to
homebound elderly in Los Gatos. They are requesting $18,572.00 for fiscal year
ending June 30, 1987. Speaking in support of the request and answering
Council's questions were Bruce Pardella, Program Consultant; Helen Chan,
Nutrition Service Manager; and Bill Heintz. The cost of the audit for all programs
of the Santa Clara Department of Social Services is $6,000.00.
Live Oak Adult Day Care Services. Daycare service for the elderly providing
adaptive physical education, arts and crafts, socialization, and a noon meal.
Family counseling is also provided. They are currently open four days per week
from 9:30 a.m. - 3:30 p.m. The fifth day to be added October 7, 1986. Funds
requested for fiscal year ending June 30, 1986 is $13,000.00. Speaking in
support of the request and answering Council's questions were Lita Frielander
and Lori Valko, Executive Directors. They spent $500.00 for a superficial audit
last year and have set aside $1,000.00 for this year.
Senior Coordinating Council. Provides case managers for the elderly; job
referrals for seniors; monthly newsletter; Assistance with medical, insurance and
income tax forms; coordination and implementation of community programs.
They are requesting $20,337.00 for fiscal year ending June 30, 1986. Speaking
in support of the request and answering Council's questions were Nelle Hanley
and Mary Alice Blice. They spent $300.00 on their audit just completed.
Teen Health Place. Provides youth employment services, counseling (individual,
group, family, and peer), community resources, and public information and
education programs. They are requesting $21,715.00 for fiscal year ending June
30, 1986. Speaking in support of the request and answering Council's questions
were Ellen Chamberlin, Treasurer; Cheryl Silverstein, Executive Director; and
Mike Curran, Vice-President of the Board. The cost of their audit is $700.00 this
year.
Center for Career Development, Young Women's Christian Association . YMCA's
Center for Career and Professional Development provides career workshops;
and presentations to junior and high school students. They are open from 9:00
a.m. to 5:00 p.m. weekdays. They are requesting $4,500.00 for fiscal year
ending June 30, 30, 1986. Patti Wilson, Director, and Sara McMannis spoke in
support of their request and answered Council's questions. They spent $2,300
for their audit. Mayor Daily stated he is a former member of the Board of
Directors and will be abstaining from voting on this request.
Catholic Social Service (Ombudsman). An advocacy service for and
representation of, elderly residents of nursing homes and residential care
facilities. They are requesting $4,000.00 for period October 1, 1986 through
June 30, 1986. No one was present to answer questions.
Youth Science Institute . They offer exhibits and programs that teach water,
energy, and wildlife conservation. Provides science education to Santa Clara
County school children. They are requesting $4,000.00 for fiscal year ending
June 30, 1986. Speaking in support of their request and answering Council's
questions were Dave Johnston and Jana Sokale. the cost of their audit was
$4,900 which includes inventory audit. The 10K Run is the Los Gatos fundraiser.
Los Gatos-Saratoga High School District . They are requesting funds to resurface
the Los Gatos High School Tennis Courts. They are requesting $10,605.00 for
this project. No one was present to answer questions.
Photographic Guild of Los Gatos. They provide a photographic competition for
high school students. Photographs are exhibited at Los Gatos High School
during the late spring. They are requesting $470.00 for this event. Jack Parsons
and Bud Hegeman spoke in support of their request and answered Council's
questions.
San Jose Poetry Center, Inc. They are requesting supplemental funds to provide
a poetry reading by Yehuda Amichai and two literary workshops. They are
requesting $1,025.00 for this event. No one was present to answer questions.
Art Docents of Los Gatos, Inc. They provide art appreciation presentations to
children in the Los Gatos Union School District; train docents; sponsor annual
Children's Art Show; sponsor presentations and workshops for students. They
are requesting $12,000.00 for fiscal year ending June 30, 1986. Speaking in
support of their request and answering Council's questions were Mary Martin and
Mary Ann Ebbs. They estimate the cost of their audit to be $2,000.00.
Valley Institute of Theater Arts (VITA). They provide two six-week theater
training sessions with performances at the close of the sessions; three
professional classic performances; three professional shows during the "Night in
Los Gatos Festival"; and six shows for children. They are requesting $8,784.00.
Speaking in support of the request and answering Council's questions was Judith
Sutton. The cost of their audit was $2,200.00.
Arts Council Santa Clara County. They provide support services; funding and
employment opportunities to artists and organizations; information and referral
services to all residents within the County. Provide Arts Rountable Luncheon;
Business Volunteers for the Arts; and Technical Assistance Workshops. They
are requesting $3,000.00 for fiscal year ending June 30, 1987. Speaking in
support of their request and answering Council's questions was Mary Shipsey.
They spend between $3,000 and $4,000 for their audit.
Mr. Ventura moved the public hearing be closed. Mr. Carlson seconded. Carried
unanimously. There was a consensus motion to consider the Human Service
applications first then the Arts and Education applications.
Mr. Ventura moved no funding be allocated the Los Gatos-Saratoga High School
District for resurfacing the Tennis Courts. A letter to be sent communicating this
is a capital project and Council would be willing to consider this the same way the
Handicapped Access Project was considered. Mr. Carlson seconded. Carried
unanimously.
Mrs. Benjamin moved to fund the Young Women's Christian Association Center
for Career Development $4,500.00. Mr. Ventura seconded. Carried by a vote of
four ayes. Mayor Daily abstained due to being a former Board member.
Mr.Ventura moved to fund the Santa Clara Department of Social Services Home
Delivered Meals Program in the amount of $18,500.00. Mr. Ferrito seconded.
Mr. Ventura moved to amend the motion in the amount of $18,572.00. Mr.
Ferrito seconded. carried by a vote of four ayes. Mr. Carlson abstained because
he is a Board Member of this organization.
Mr. Carlson moved to fund the Teen Health Place for the requested amount of
requested amount of $21,715.00. Mrs. Benjamin seconded. Carried
unanimously.
Mayor Daily moved to fund the Live Oak Day Care Service in the amount of
$10,500.00 based upon the level of human services. Motion died for lack of
second. Mr. Ventura moved to fund the Live Oak Day Care Services in the
amount of $9,000.00. Mayor Daily seconded. Carried by a vote of three ayes.
Mrs. Benjamin voted no and Mr. Carlson abstained because he is a Board
member of this organization.
Mr. Carlson moved to fund the Youth Science Institute in the amount of
$4,000.00. Mr. Ferrito seconded. Carried unanimously.
Mrs. Benjamin moved to fund the Senior Coordinating Council in the amount of
$9,600.00 Mr. Ventura seconded. Carried unanimously.
Mrs. Benjamin moved not to fund the Catholic Social Services (Ombudsman)
because the funding has already exceeded last years funding allocation. Mr.
Ventura seconded. Carried unanimously.
Mr. Ventura moved to fund the Art Docents of Los Gatos, Inc. in the amount of
$9,291.00. Mr. Carlson seconded. Carried by a vote of four ayes. Mr. Ferrito
abstained because he is a member of the Board of Directors.
Mrs. Benjamin moved to fund the Photographic Guild of Los Gatos in the amount
of $470.00. Mr. Ferrito seconded. Carried unanimously.
Mr. Ventura moved to fund the San Jose Poetry Center, Inc. in the amount of
$1,000.00 and the balance to VITA. Mrs. Benjamin seconded. This would give
VITA $3,569.00. Mrs. Benjamin withdrew her second.
Mr. Carlson moved to fund Valley Institute of Theater Arts (VITA) in the amount
of $4,569.00. Mr. Ferrito seconded. Carried unanimously.
Mr. Ferrito moved to increase the Live Oak Day Care Services by $1,500.00 and
fund the San Jose Poetry Center, Inc. $1,000.00. Mayor Daily Seconded.
Motion failed by a vote of two ayes, two noes by Mrs. Benjamin and Mr. Ventura.
Mr. Carlson abstained. Mrs. Benjamin voted no because she has too many
questions to ask the Poetry Center and can not give the money until the
questions are answered. Mr. Ventura voted no because the $2,500.00 can be
easily taken from other items already budgeted and should not be going into the
General Fund Reserve at this time. Mayor Daily moved to fund the Live Oak Day
Care Services an additional $1,500.00, to come from General Fund Reserve, to
bring their total to $10,500.00. Motion died for lack of second. Mr. Ferrito moved
to increase Live Oak Day Care Center by $1,500.00 and fund the San Jose
Poetry Center $1,000.00. The $2,500.00 to come from the portion of the Budget
which has already been allocated and ask staff to come back with some
suggestions. Mr. Ferrito withdrew his motion. Mr. Ventura moved to add
$1,500.00 to Live Oak Day Care Center from Appropriated reserve. Mrs.
Benjamin seconded. Carried by a vote of four ayes. Mr. Carlson abstained.
Arts Council of Santa Clara County and San Jose Poetry Center, Inc., no
monetary amount awarded.
Mr. Carlson moved allocations of consensus motion be adopted. Mr. Ventura
seconded. Carried unanimously with noted abstention.
Mr. Carlson moved the Council meeting of October 20, 1986 be cancelled. Mrs.
Benjamin seconded. Carried by a vote of four ayes. Mr. Ferrito and Mayor Daily
abstained. Mayor Daily abstained because he has an interest in this.
Mr. Carlson moved the meeting be adjourned at 9:50 p.m. Mayor Daily
seconded. Carried unanimously.
