SUBJECT: APPROVE AN AMENDMENT TO THE CLASSIFICATION PLAN ADDING THE
NEW CLASSIFICATION OF SENIOR ADMINISTRATIVE ANALYST
RECOMMENDATION:
Approve an amendment to the classification plan (Attachment 1) adding the new classification
of Senior Administrative Analyst.
BACKGROUND:
The Town of Los Gatos Personnel Rules and Regulations (Section 4.4) and the Municipal Code
(Section 2.30.925) require that amendments and revisions to the classification plan are
effective upon approval by Town Council. Typically, these changes are presented to Council for
approval as part of the formal budget adoption or through the labor negotiations process.
DISCUSSION:
The Town’s classification plan has been amended to add the new classification of Senior
Administrative Analyst. As Town classifications are being reviewed and updated, staff is
planning ahead to create future career growth opportunities within the Town for attraction and
retention purposes. The existing plan contains the entry level Administrative Technician and
journey level Administrative Analyst which are non-exempt, confidential classifications that
may be budgeted within any department. The Senior Administrative Analyst classification is
proposed to provide a career ladder for the Administrative job series in a management role
with the opportunity for direct supervisory responsibility. The advanced journey level Senior

Administrative Analyst is reserved for the most significantly responsible assignments requiring
complex analysis, independent judgement, and formulation of important recommendations.
The majority of the Town’s comparable compensation survey agencies have a similar senior
level classification. If approved, the Senior Administrative Analyst classification would be added
to the Salary Schedule for Town Council and Management with an annual salary range of
$71,760 - $110,400 which provides external and internal compensation equity.
CONCLUSION:
Staff is requesting approval of an amendment to the classification plan to add the new
classification of Senior Administrative Analyst to recruit future employees and provide a career
ladder for existing employees. The Town’s Personnel Rules and Municipal Code require Council
approval of classification plan amendments.
FISCAL IMPACT:
Staff is not requesting funding of a full-time equivalent position at this time. If a vacancy occurs
or a need is identified to reclassify an existing approved full-time equivalent during the FY
2017/2018 budget year, the cost will be absorbed into a department’s existing operating
budget. The total annual cost for the Senior Administrative Analyst is $178,486. In comparison,
the annual cost for the Administrative Analyst classification is $160,564.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
