SUBJECT: AUTHORIZE THE TOWN MANAGER TO ENTER INTO AN AGREEMENT WITH
ZAG TECHNICAL SERVICES FOR WINDOWS CONSULTING SERVICES.
RECOMMENDATION:
Authorize the Town Manager to enter into an agreement with ZAG Technical Services for
Windows consulting services.
BACKGROUND:
The Town uses consultant services to help with the maintenance and ongoing upgrades of our
Microsoft Windows servers, server applications, and end user support. The required
combination of expert knowledge and small number of required hours makes a consulting
contract a cost-effective method to keeping the Town’s Information Technology (IT)
infrastructure healthy and modern.
DISCUSSION:
Staff sent a Request for Proposals (RFP) to six Windows consulting firms. Several of these firms
expressed interest, but ZAG Technical Services was eventually the only firm to submit a
proposal. ZAG has many experienced engineers, many with specialized expertise in areas such
as: databases, email systems, server, and network management. ZAG provides similar services
to a host of other cities (City of Saratoga, etc.), water districts, private utilities, and school
districts.

DISCUSSION (Cont’d):
The Town engagement with ZAG began in 2006. They helped implement and already have
deep knowledge of most of the Town’s technology including the 74 on-premises servers, cloud
presence and synchronization, virtualization, network topology, backup solutions, patch
deployment automation, databases, email, file servers, web servers, security, threats, and anti-
virus protection.
ZAG’s hourly rates for consulting services is competitive with industry standards. The proposed
agreement with Los Gatos is for a 3-year period not to exceed $200,000.
CONCLUSION:
Based on ZAG’s proposal, excellent support history with the Town, knowledge of Town
technology, and competitive pricing, staff recommends that Council authorize the Town
Manager to enter into an agreement with ZAG Technical Services for Windows consulting
services.
FISCAL IMPACT:
Funds for services for FY 2017/18 have been appropriated in the Information Technology
Program Operating Budget. Execution of any options to continue the service in subsequent
years will be contingent upon staff evaluation of the quality of the services provided, as well as
the Town Council’s appropriation of funding.
CEQA:
This action is not a project under CEQA and environmental analysis is not required.
