COLLECTION AND CLEANING SERVICES FOR FISCAL YEAR 2017/18 IN AN
AMOUNT OF $42,393, INCLUDING A TEN PERCENT CONTINGENCY
RECOMMENDATION:
Authorize the Town Manager to execute a second amendment to the Agreement for Services
(Attachment 1) with Universal Site Services for downtown garbage and recycling receptacle
collection and cleaning services for Fiscal Year 2017/18 in an amount of $42,393, including a ten
percent contingency.
BACKGROUND:
On August 1, 2015, the Town entered into an Agreement for Services with Universal Site
Services for downtown trash and recycling services. On June 21, 2016, a First Amendment to
the agreement was executed, to increase the compensation and extend the term of services for
FY 2016/17.
The Request for Proposal that was prepared for this service allows the agreement to be
renewed through June 30, 2018, if mutually agreed upon by the Town and the service provider.
This Second Amendment is to extend the agreement for the final term of July 1, 2017 through
June 30, 2018.

DISCUSSION:
This agreement supports the effort to augment trash collection in the downtown area on the
weekends and to provide recycling services to the downtown. The contract with the Town’s
franchise hauler for trash and recycling is unable to meet all of the service needs of seven-day
trash service and downtown recycling service.
Since award of the agreement to Universal Site Services and continued increases in the number
of recycling receptacles in the downtown, the incidents of overflowing trash receptacles have
significantly decreased with a corresponding decrease to the amount of waste going to the
landfill. Adjustments through this expanded program have decreased the number of trash
receptacles by three to a total of 64 and increased the number of recycling receptacles by
twelve to a total of 38. Staff continues to adjust the ratio of trash and recycling receptacles to
meet the needs of the downtown with the goal of completing one to one receptacle pairings.
In addition to collection, Universal Site Services provides cleaning services of the receptacles.
The receptacle design leads to soiled surfaces, which have historically been a nuisance
downtown.
The success of the program has led to the recommendation for the continuation of the services.
Modifications to the agreement with Universal Site Services account for continued service from
July 1, 2017 through the next fiscal year including increased recycling collection for planned
additional receptacles. This contract amendment includes an annual adjustment in
compensation in proportion to the Consumer Price Index.
CONCLUSION:
Staff recommends that the Town Council authorize the Town Manager to execute a second
amendment to the Agreement for Services with Universal Site Services for downtown garbage
and recycling receptacle collection and cleaning services for Fiscal Year 2017/18 in an amount
of $42,393, including a ten percent contingency for unforeseen services, such as additional
pickups or servicing of additional receptacles.
FISCAL IMPACT:
Funds for the services for FY 2017/18 have been appropriated in the FY 2017/18 Parks and
Public Works Operating Budget.
