SUBJECT: APPOINT MEMBERS TO THE YOUTH COMMISSION
RECOMMENDATION:
Appoint members to the Youth Commission.
BACKGROUND:
Since June of 2004, Council has appointed students in Grades 8 through12 as members or
alternates of the Youth Commission, the Community and Senior Services Commission, and the
Parks Commission to fill available positions. Council approved the addition of two student
Commissioners to the Library Board at the April 21, 2014 Council meeting.
At the October 18, 2016 Town Council meeting, the Town Council approved modifications to
the Commission Appointments, Residency and Attendance Requirements, and Establishing a
Quorum Policy (2-11). Council also made changes to the enabling resolutions and the number
of adult and student Commissioners for most Boards, Commissions, and Committees. The
changes are to increase the membership of the Youth Commission to 26; eliminate the title of
Alternate; appoint all Student Commissioners as Youth Commissioners; eliminate the direct
student appointments to the Community and Senior Services Commission (CSSC), Library Board
(LIB), and Parks Commission (PARKS); and have the Youth Commission appoint one primary
Commissioner and one alternate Commissioner to each of the following: Arts and Culture
Commission (ACC), Bicycle and Pedestrian Advisory Commission (BPAC), CSSC, LIB, Parks, and
Transportation and Parking Commission (T&P). The changes for the Youth Commission are
being incorporated in this recruitment cycle with 19 available Youth Commission positions.

BACKGROUND (cont’d):
The Town used a variety of mechanisms to recruit for the Youth Commission. The Town
distributed a letter to the local schools requesting they help promote the Youth Commission
opportunities. The letter was sent to Los Gatos High School, Leigh High School, Westmont High
School, Fisher Middle School, Union Middle School, Rolling Hills Middle School, \and Hillbrook
School. In addition, the Town placed advertisements in local publications, and posted the
opportunity on the Town’s What’s New email blast, the Town’s website, the Youth Commission
Facebook page, and on Nextdoor.com. Current Youth Commissioners also recruited potential
candidates.
DISCUSSION:
By the application deadline on April 28, 2017, 37 applications were received. On May 9, 2017,
an Ad Hoc Council Sub-Committee comprised of Mayor Marico Sayoc, Vice Mayor Rob Rennie,
and Interim Police Chief Michael D’Antonio interviewed 34 applicants for 19 available Youth
Commissioner positions. Three candidates did not participate in the required interview: one
withdrew their application, one was unable to attend the interview, and one did not attend the
interview. All of the applicants demonstrated initiative and community spirit in applying for
leadership positions to serve the Los Gatos community and the Sub-Committee’s
recommended appointments are listed in Attachment 1.
CONCLUSION:
The Council Ad Hoc Sub-Committee recommends that Council appoint members as shown in
the Attachment. The recommendations for appointment are based on composite assessments
from the interviews and applications. Appointments are for two years unless the applicant will
be entering the twelfth grade in the Fall.
FISCAL IMPACT:
Funds for staff support to the Youth Commission are available from the operating budget of the
Police Department. In addition, the Town-wide Commission training budget is available to
provide funds as needed.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
