Attachment 1ATTACHMENT 1 GENERAL PLAN 2016 ANNUAL PROGRESS REPORT 2 INTRODUCTION The Town Council adopted the Town of Los Gatos 2020 General Plan on September 20, 2010 after an extensive two-year community process to update and build upon the strong foundational framework established by the Town’s 2000 General Plan. On May 5, 2015, the Town adopted its 2015-2023 Housing Element which is a required sub- element of the General Plan. The State Housing and Community Development Department certified the Housing Element on May 20, 2015. Government Code Section 65400 mandates that non-charter cities and all 58 counties submit an annual report on the status of their General Plan and any progress in its implementation to their legislative bodies. Annual Progress Reports (APRs) must be presented to the local legislative body for its review and acceptance, usually as a consent or discussion item on a regular meeting agenda. 2016 SIGNIFICANT PROJECTS The following General Plan related implementation action item was partially completed during 2016:  Community Design Element (Action CD-14.3) Update the Hillside Development Standards and Guidelines. An update to the Hillside Development Standards and Guidelines regarding light reflective values for exterior materials and colors was approved by Town Council on February 2, 2016. The following significant Planning efforts made progress in 2016:  Phase 1 Applications for North 40 Specific Plan Area Staff continued to review the applications for Phase 1 of the North Forty Specific Plan Area. The Planning Commission conducted its public hearings on the applications in the Spring of 2016. The Town Council conducted their public hearings following the Planning Commission’s recommendation and denied the applications.  North 40 Specific Plan Amendments Following the decision on the Phase 1 applications for the North 40 Specific Plan Area the Town began consideration of potential amendments to the North 40 Specific Plan. The General Plan Committee and the Planning Commission completed their consideration of potential amendments and a recommendation was forwarded to the Town Council for consideration. The Town Council is scheduled to consider the recommendations in June 2017. 3 HOUSING ELEMENT ANNUAL PROGRESS The Housing Element Annual Progress Report for 2016 is attached as Exhibit A. PROPERTIES ANNEXED TO THE TOWN IN 2016 The Town Council approved the following annexations to the Town of Los Gatos from Unincorporated Santa Clara County in 2016:  Marchmont Drive No. 3: 16684 Marchmont Drive (approximately .95 acres) Approved March 1, 2016  Hilow Road No. 6: 16362 Hilow Road (approximately 0.27 acres) Approved April 5, 2016  Marchmont Drive No. 4: 16709 Marchmont Drive (approximately .28 acres) Approved August 16, 2016  Winterbrook Road No. 5: 16020 Winterbrook Road (approximately 0.39 acres) Approved October 4, 2016 N:\SHARE\COUNCIL REPORTS\2017\03-21-17\Annual Housing Progress Report\Attachment 1 - 2016 General Plan Annual Progress Report.doc
