SUBJECT: ARCHITECTURE AND SITE APPLICATION S-16-044. PROJECT LOCATION:

CONSIDER AN APPEAL OF A PLANNING COMMISSION DECISION
APPROVING A REQUEST TO CONSTRUCT A NEW SINGLE-FAMILY
RESIDENCE ON VACANT PROPERTY ZONED HR-2 1/2. APN 527-09-006.
REMARKS:
Attachment 13 contains additional information from one of the appellants (Dave Weissman)
and was provided to the Council on March 3, 2017 in an Addendum. In Attachment 13, Mr.
Weissman states that the proposed home is located on a significant ridgeline (Blossom Hill
Ridgeline Area) as illustrated on page 8 of the Hillside Development Standards and Guidelines
(HDS&G). Upon further review, Mr. Weissman is correct. The existing parcel is not depicted on
the map on page 8 of the HDS&G, however, staff has looked at other surrounding parcels that
are depicted on the map and confirmed Mr. Weissman’s conclusion. Pursuant to the HDS&G
the proposed home cannot exceed 18 feet unless an exception is granted.
If the Council denies the appeals and approves the project then one of the following options
should be considered to address the height of the home:
1. Add a condition of approval that states that the home cannot exceed 18 feet; or
2. Grant an exception to the 18-foot height limit.
