Attachment 3ATTACHMENT 3 Comments from Town Commissions Bicycle and Pedestrian Advisory Commission (BPAC)—February 2, 2017 Public Comments  What opportunities do people have to review the BPMP document?  Will people have an opportunity to comment on the BPMP after it has been adopted by Town Council? Where do residents direct comments on the Plan in this case?  Marshall Lane Elementary School was not included in the BPMP Plan maps. While Marshall Lane Elementary School is located in Saratoga just west of Quito Road, many children living just east of Quito Road attend this school through walking on Pollard Road and Wedgewood Avenue.  The Town Council recently approved $300,000 of funding to be dedicated towar ds Safe Routes to School projects.  The Town should consider a road diet pilot project focusing on Los Gatos Boulevard, as many schools directly front or are adjacent to the roadway.  Concerns raised regarding bicycle thefts throughout the Town of Los Gatos, particularly at Los Gatos High School. If possible, include policies in the BPMP that support increased enforcement. This may include, but not be limited to, sting operations (collaborating with police) and/or cameras installed near bicycle racks.  It is important to place bicycle racks in highly visible locations to deter theft and encourage bicycling to destinations. In addition, there should be a push to require developers to provide bike racks in all new developments and to implement existing policies in Downtown regarding bicycle and pedestrian infrastructure.  Can the crossing flags at the mid-block crosswalks in Downtown Los Gatos be replaced?  While the landscaping at mid-block crossings is attractive, the height of planter boxes reduces the visibility of pedestrians. There should be consideration to reduce the height of planters and landscaping, as well as install additional lighting.  Prior to installing bicycle infrastructure, there should be consideration of placing bikeways away from existing utilities, especially storm grates, as it is a big issue with existing bicycle infrastructure in the community.  Supports the BPMP and its policies and projects, but would like the document to have a larger, more holistic vision (Commission Comment).  Develop a backbone network of Class IV bikeways and installing the bikeways all at once. This near-term implementation strategy would make a clear statement about Los Gatos’ commitment to building an active transportation network, and creating a comprehensive network will be more effective in getting people to walk and bike (Commission Comment).  Include a cost estimate to get all Class IV bikeways implemented as one project (Commission Comment). ATTACHMENT 3 Parks Commission—February 6, 2017  How will the information from the online map be utilized within the plan?  Expand the width of the LGCT where space currently exists to minimize conflicts between bikes and pedestrians.  Identify areas of transition between services and facilitate that transition. For example, where transit and bike facilities cross, is there a way to encourage use of both with discounted transit passes for bike riders?  The document is amazing in the amount of information and ideas included.  Filling gaps within the networks are important projects.  Bridge over Highway 17 near Lark is an important element.  The collision analysis is focused on streets and does not capture unreported collisions on trails.  Recommend signage on trails at regular intervals encouraging riders to report collision s, to facilitate the collection of data and information especially on Heintz Open Space and Los Gatos Creek Trail.  The document is focused on streets, not paths or trails. Planning Commission—February 8, 2017  Overall, the document is comprehensive and informative.  Budget allocated for projects in Chapter 4 in the Plan need s to be reviewed to ensure that numbers are accurate.  Should include a footnote on cost estimates for projects in Chapter 4 to indicate that they are planning-level estimates that will be refined at a later date.  Consider adjusting the pagination in the Appendix so that all page numbers read as (1, 2, 3, etc. versus A-1, A-2, A-3, etc.  Need to correct grammatical errors in Appendix D – Survey Monkey Online Survey Questions for the Los Gatos Bicycle and Pedestrian Master Plan.  Consider looking at traffic calming improvements along popular walking and bicycling routes for K-12 students in Los Gatos. Transportation and Parking Commission—February 9, 2017  Plan should address pedestrian safety related to sidewalk conditions, especially in the Almond Grove neighborhood  A hardcopy of the final plan should be available in the Los Gatos Library  How do we monitor progress on the plan?  What other communities have adopted plans?  The plan will guide investment decisions for the Town, and also provide the Town with the ability to condition development.
