Make these transition points as smooth a transition as possible. VTA is a good example. How easy is it to put a bike on front of the bus? Can it be locked by bus driver or self? Are bikes locked? easy to lift on and off for those of us arm strength weaklings? If bike rack is filled up can one bring on bus? How about fold up bikes? Would someone be turned away if bike rack was full? How safe is location to lock up the bike. Rent / borrow locks? Way not to carry locks. Or possibility of registering and leaving a second lock at destination or rent a lock by day, week or month with codes so that key can't just be copied. How about a bike bike share program for those who may only need bike to go one direction. Futuristic: Selling of low jack type tracking devices for bikes. (Make it a local fundraiser. device somehow hidden.) In summary for now possibility of not carrying heavy U lock, concern about parking bike at destination and room on VTA are things to consider. _____________ From: K. I mention these not as a Park's Commissioner during Feb. 2017 meeting but as an individual since not a general voted recommendation. Hoping to avoid mapping all the locations this comment applies as this would be cumbersome and time consuming. (covers a large area. ) First, I'd like to say the report is impressive; detailed and well thou ght out. With that, I'd like to add the following input regarding Los Gatos Creek Trail. Comments cover downtown stretch till Vasona as well as after Vasona Lake. 1) Los Gatos Creek Trail is not well represented. Specifically, as per expansion needs, accid ents and usage per statistics quoted. Many street stat's are quoted; however, many issues on trail go unreported. Many out-of-town visitors take path and unaware how to contact town. This is of concern since at some point funds will be allocated based on data. Our Los Gatos creek trail is overcrowded on weekend and is not wide enough even though there is room to expand. We have a few tight, downhill and blind turns; sometimes in combination. I've had fellow Los Gatans note examples of situations never reported Example: group of probably visitors viewing overflowing Vasona dam parked bikes in middle of path after downhill blind turn. During that time a passing biker fell as they were working to avoid the bikes in the ATTACHMENT 4 middle of the turn. Bike owners were oblivious to situation behind them and didn't respond as sound of water covered situation. Others around came to biker's aide. This is one of many situations that go unreported. My wipeout 3 years back is also an unreported situation - I was avoiding a pedestrian / trying to keep a distance between us. 2) Suggest wherever possible, expand / create passing areas etc... If we can't get a full - all the way widening then please expand width wherever possible, maybe post passing lane signs in x feet... etc... Situation: Bikes come very close to pedestrians and speed around. High numbers of users make walking on the path less than reasonably safe. Many bikers do not even acknowledge they are wanting to pass, come as surprise as no noise is made prior. Many times bikes pass by weaving around pedestrians coming from both directions with less than reasonable amount of passing time / space. Width of path does not allow reasonable space for pedestrians and bikes on one or a passing space in middle. There are new laws of how close cars can go to bikes. Not that I am looking for a new law - but would it not be reasonable that bikes should have a specified clearance near pedestrians? The point being, more width to the path is needed. Maybe areas for pedestrian or bike only - something to help walking and biking traffic have a bit of order to the madness. 3) Signs posted to allow visitors report situations to help collect data; and/or non emergency number for our town. Situations go unreported with a higher number of visiting users. At minimum post sign so that data can be collected. If necessary - options for other than 911 calls. I request anything that can be done to increase width of path, safety regarding walkers and bikers sharing path, and safety on turns is requested. Are there any types of markings that would help separate traffic speeds as this is what it boils down to. Thank you for your time. We spoke awhile ago and I've been involved with other things that didn't leave me much time to get involved with the bike plan. For years, I've lobbied the town to enforce or at least encourage compliance with existing (unless they've been removed) ordinances that prevent bike riding on our sidewalks. I'd rather talk with you about this important issue prior to writing or whatever else may be required of me to facilitate the recognition and inclusion of this issue in the new bike plan. I know that time is of the essence and I presume you are able to inform me as to any existing effort in this regard or advise me what I can do to promote my concerns. I am following up as our family cannot support the Pedestrian & Cyclist Master Plan without it addressing theses safety issues I have also included Mayor Sayoc as she has been on previous conversations about Kennedy Rd. Please let us know how Kennedy Road pedestrian safety will be addressed. As a reminder, with no sidewalks, current speed limit of 30 mph and no crosswalks it is a high traffic dangerous spot. Thankfully the the parking was limited near Los Gatos Blvd, but it is still a narrow walkway to share with bikes when the cars are going so fast. As a reminder while Kennedy is a current bike lane, there are only narrow painted white lines that both pedestrians and cyclists must use. Also of concern is that there is no place to cross along all of Kennedy. While we appreciate that the lines at stop sign were repainted, but with out a more serious intersection with crosswalk, the cars are still rolling through. It was discussed that there was to be an investigation to how to lower the speed limit due to safety, not flow of traffic), is there any updates? It was also my hope that a crosswalk would be put in under the upcoming Master Plan. However, I just reviewed the plan (http://www.losgatosca.gov/DocumentCenter/View/18818) and saw that only a Share the Road sign is slated for this portion of the road. This is extremely disappointing as a sign will not slow the cars, nor make it safer for us to walk on the road to Van Meter & Fisher schools. We already have a Slow Down Safety 1st sign (next to the 30 mph sign) that does not motivate anyone. See attached... also notice the narrow area to walk next to a car going 30 mph. Could you reallocate those Share the Road sign funds to paint the crosswalk and new 25 mph signs? I think we have all agreed that this portion of Kennedy Road is a danger and just waiting for a pedestrian accident. I would really like to see this address in the Master Plan if not before. I think most people realize that from the small number of attempts that I see take place. I have 34 years of law enforcement experience from Field Commander in a large agency to Chief in a small agency...and am shocked each time I see someone attempting to negotiate that stretch on foot or bicycle. My child is in the second grade at BHS. He also lives with his dad part time in the Almond Grove neighborhood. I strongly support the establishment of a bike/pedestrian bridge at Massol and Why 9. This is ESSENTIAL to assist cross town foot and bike traffic, help students get to Daves and Fisher. It is impossible to cross Hwy 9 at that spot safely. A bridge is a must. I also think that Massol should have a dedicated and protected bike lane and be closed to traffic attempting to get through to Why 17. I also support a new intersection at Shannon and Los Gatos Blvd. I regularly see middle school students riding their bikes down the wrong side of the road on Shannon. As an Adult I do NOT use the intersection correctly on a bike. We can’t expect young people to use that intersection correctly the way it is. I think that the plan includes revamping that intersection and I support that strongly. I would like to see school/bike signs on Shannon between LG Blvd and Short Road, and a 25 mph speed limit there. Sidewalks would be even better. Thanks for working so diligently on this plan. As a side note, I could NOT figure out how to use the interactive map to give feedback and do not have time to mess with it for an hour. . I’m probably not the only one.
