ADOPT A RESOLUTION DEFINING THE WORK PLAN AND TERM FOR THE PARKING AND INFRASTRUCTURE AD HOC COMMITTEE B. PROVIDE DIRECTION ON PRIORITIES TO THE TRANSPORTATION AND PARKING COMMISSION RECOMMENDATION: Staff recommends that the Council: 1. Adopt a resolution (Attachment 1) defining the work plan and term for the Parking and Infrastructure Ad Hoc Committee. 2. Provide direction on priorities to the Transportation and Parking Commission. BACKGROUND: At the February 7, 2016 Town Council meeting, the Town Council directed staff to draft a resolution to formalize the work plan and term of the Parking and Infrastructure Ad Hoc Committee and to provide direction on priorities to the Transportation and Parking Commission. This will allow for staff to consult with the Ad Hoc Committee as the project details develop prior to Council consideration. Transportation and Parking Commission Priorities The Transportation and Parking Commission establishes priorities for its work plan on an annual basis and has just begun that process. This creates ideal timing for incorporating the input and direction of the Council into the Commission priorities. The Commission often looks for feedback on ways to support the Council and this input and direction should be very well received. Based on the discussion at the February 7, 2016 Council meeting, the following subjects were identified as priorities for the Commission: Time Limits on Parking – The Commission should review current parking time limits in the downtown, including the distribution of time limited spaces and the occupancy of the spaces. Paid Parking – The Commission should evaluate the concept of paid parking, how that would impact parking supply, and potential impacts on local business. The Council also discussed evaluating potential solutions for d owntown business employee parking. This topic was raised initially at the Council Policy Committee. Staff recommends that the Policy Committee complete its consideration of this topic and then forward its recommendation to the Transportation and Parking Commission for its review and input on implementation details prior to Town Council consideration. As the Commission works on these items, the Commission should engage downtown businesses, the Chamber of Commerce, and downtown clientele in the evaluation through outreach meetings, surveys, and other means. Within a twelve month timeframe, the Commission should provide recommendations to the Council on which of these areas warrant modification and where additional evaluation, including potential consultant based evaluations are necessary. Adopt a resolution defining the work plan and term for the Parking and Infrastructure Ad Hoc Committee. 2. Provide direction on priorities to the Transportation and Parking Commission. COORDINATION: This report has been coordinated with the Town Attorney and the Police Department. FISCAL IMPACT: There is no fiscal impact as a result of these actions. ENVIRONMENTAL ASSESSMENT: This is not a project defined under CEQA, and no further action is required. Attachments: 1.
