SUBJECT: ADOPT THE COUNCIL POLICY COMMITTEE’S RECOMMENDATIONS TO
AMEND COUNCIL POLICY 2-11 ENTITLED COMMISSION APPOINTMENTS,
RESIDENCY AND ATTENDANCE REQUIREMENTS, AND ESTABLISHING A
QUORUM
RECOMMENDATION:
Adopt the Policy Committee’s proposed amendments to Council Policy 2-11 entitled
Commission Appointments, Residency and Attendance Requirements, and Establishing a
Quorum.
BACKGROUND:
After the December 13, 2016 Commissioner Interviews and Appointments, the Town Council
directed staff to return to the Council Policy Committee to discuss the Policy in relation to the
recent interview and appointment process.
After discussion at its December 15, 2016 meeting, the Policy Committee directed staff to
amend certain procedures:
1. Applicants may only apply for one Board, Commission, or Committee (hereinafter
“Commissions”) per recruitment.
2. Create a process for assigning terms when there are unfulfilled vacancies.
3. Identify the interview process (individual or group) by which the applicants will be
interviewed.
4. Modify the written ballot to include a “None of the above” option.

At its January 19th meeting, the Committee reviewed and discussed the amended Policy per the
Committee’s direction. The Committee also considered and discussed the following suggested
modifications:
Input received at the Commissioner Orientation:
1. Address tardiness and leaving early as part of the attendance requirement.
Staff recommended including a process to enforce the Fair Political Practices Commission
(FPPC) requirements:
2. Form 700 for all Adult Commissioners
3. AB 1234 Ethics Training for Planning Commissioners
DISCUSSION:
After public comment and discussion, the Committee directed staff to make the following
additional modifications:
1. Balloting Process (page 5)
a. Add language that a Council Member does not have to vote for any candidate or
for all of the available vacancies (#2).
b. Add language that the Clerk will not announce the names of applicants in the
case of a tie (#3).
2. Add a “Compliance – Grounds for Dismissal” section to the Policy (page 7) with the
following:
a. Failure to attend Advisory Body meetings.
b. Failure to file all required FPPC documents (adult Commissioners).
c. Failure to follow all Town Policies, Guidelines, and Handbooks .
ALTERNATIVES:
Alternatives to the recommendations provided above include:
1. Adopt the proposed Policy without the limitation of applicants only allowed to apply for
one Commission, Board, or Committee per recruitment cycle.
2. Adopt the proposed Policy with revisions identified by the Council.
3. Provide other direction to staff.
