Main Street Los Gatos, CA 95030 ● 408-354-6832 www.losgatosca.gov TOWN OF LOS GATOS COUNCIL AGENDA REPORT MEETING DATE: 02/21/2017 ITEM NO: 3 DRAFT MINUTES OF THE TOWN COUNCIL MEETING FEBRUARY 7, 2017 The Town Council of the Town of Los Gatos conducted a Regular Meeting on Tuesday, February 7, 2017, at 7:00 p.m. MEETING CALLED TO ORDER AT 7:00 P.M. ROLL CALL Present: Mayor Marico Sayoc, Vice Mayor Rob Rennie, Council Member Marcia Jensen, Council Member Steve Leonardis, Council Member Barbara Spector. Absent: None PLEDGE OF ALLEGIANCE Ben Neufeld led the Pledge of Allegiance. The audience was invited to participate. PRESENTATIONS Mayor Sayoc and Vice Mayor Rennie presented Commendations to outgoing Commissioners. CLOSED SESSION REPORT Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on the agenda and there is no report. COUNCIL/TOWN MANAGER REPORTS Council Matters - Council Member Steve Leonardis stated he attended the West Valley Solid Waste Management Authority Board of Directors meeting. - Council Member Marcia Jensen stated she attended the General Assembly for ABAG (Association of Bay Area Governments). - Mayor Marico Sayoc stated she attended the Council Policy Committee meeting with Council Member Jensen; spoke at afternoon Rotary; attended the West Valley Mayors and Managers, Safe Routes to School, and Los Gatos Union School District meetings; and participated in the Santa Clara County Fire Annual Promotion and Service Recognition program. - Vice Mayor Rob Rennie stated he attended the Council Finance Committee meeting with Council Member Leonardis, the Silicon Valley Executive Committee meeting, and the Santa Clara County Housing and Community Development Advisory Committee meeting. Manager Matters - Encouraged all to attend the 5th Anniversary Celebration for the Library on February 11. - Announced recruitment is beginning for adult Commissioners for the Building Board of Appeals and the General Plan Committee, and recruitment for Youth Commissioners will begin shortly. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approved Closed Session Minutes of January 17, 2017. 2. Approve Council minutes of January 17, 2017. 3. Adopt a Resolution in support of Santa Clara County’s effort to achieve a National Heritage Area Designation by the U.S. National Park Service and the U.S. Congress. RESOLUTION 2017-002 4. Adopt amendments to Council Policy 1-04 entitled Town Facilities Use Policy. 5. Designate the Director of Parks and Public Works, Matt Morley, as the Town representative on the Board of Directors of the Los Gatos-Monte Sereno Safe Routes to School organization. 6. Approve a labor agreement between the Town of Los Gatos and the Police Of ficers’ Association (POA) and authorize the Town Manager to execute the Memorandum of Understanding. 7. Accept the Comprehensive Annual Financial Report for the fiscal year ended June 30, 2016 as recommended by the Council Finance Committee. 8. Receive the Second Quarter Investment Report (October through December 2016) for Fiscal Year 2016/17. MOTION: Motion by Council Member Marcia Jensen to approve the Consent Items 1 - 8. Seconded by Council Member Steve Leonardis. VOTE: Motion passed unanimously. VERBAL COMMUNICATIONS Angelia Doerner - Commented on the traffic impact analysis and parking spaces for several office developments on Alberto, Hwy 9, and Winchester. PAGE 3 OF 5 SUBJECT: DRAFT MINUTES OF THE TOWN COUNCIL MEETING OF FEBRUARY 7, 2017 DATE: FEBRUARY 8, 2017 Verbal Communications – continued Natalie Ladd, Transportation and Parking Commission Chair - Announced the Transportation and Parking Commission meeting will be Thursday, February 9 at 6 p.m. in the Council Chambers, and the VTA (Valley Transportation Authority) will present proposed bus route changes. Mark Trout - Requested that Council consider placing Infowars bumper stickers on the police vehicles. OTHER BUSINESS 9. Approve an Amendment to the Agreement for Employment of Town Attorney. Lisa Velasco, Human Resources Director, presented the staff report. Opened and closed Public Comment. Council discussed the matter. MOTION: Motion by Council Member Marcia Jensen to approve an amendment to the Employment Agreement (Attachment 1 to the staff report) between the Town of Los Gatos and the Town Attorney. Seconded by Council Member Steve Leonardis. VOTE: Motion passed unanimously. 10. Upgrade of the Town’s electricity accounts to Silicon Valley Clean Energy’s GreenPrime service. Matt Morley, Director of Parks and Public Works, presented the staff report. Opened Public Comment. Angelia Doerner - Suggested a public meeting be held to provide an update to the residents. Closed Public Comment. Council discussed the matter. Seconded by Mayor Marico Sayoc. VOTE: Motion passed 3/2. Council Members Steve Leonardis and Barbara Spector voting no. 11. Measure B/Los Gatos Priorities a. Receive the report on Measure B activities. b. Authorize the allocation of $70,000 from FY 2015/ 2016 year end fund balance to fund a full time position at the level of Senior Civil Engineer to advance Town congestion management projects. c. Prioritize the Town’s potential Measure B projects within the Highway Interchanges and Transit Operations Categories. Matt Morley, Director of Parks and Public Works, presented the staff report. Opened Public Comment. Angelia Doerner - Commented on the Town’s Pavement Condition Index and funding for street repairs. Maria Ristow - Encouraged Council to make school busing a top priority and move forward with the program. Closed Public Comment. Council discussed the matter. MOTION: Motion by Council Member Marcia Jensen to approve the staff report recommendations and prioritize the Town's potential Measure B projects from the list provided by staff in the presentation per the discussion of Council's various priorities (see below for details). Seconded by Vice Mayor Rob Rennie. VOTE: Motion passed unanimously. Council Member Spector: School busing, Roundabout at Wood Road, Senior Transit/Local Shuttle, Park and Ride at Hwy 85 on Winchester, Bike & Ped Improvements, and upgrade to traffic system. Vice Mayor Rennie: School Busing, Bike & Ped Improvements, Roundabout at Wood Road, Traffic Signal Upgrade, Hwy 9 at 17 Interchange, and Hwy 9 to Los Gatos Creek Trail Connector. Mayor Sayoc: School busing. Council Member Leonardis: Add Massol and Hwy 9 intersection to the list. 12. Provide direction on next steps for the Parking and Infrastructure Ad Hoc Committee. (From 12-20-16) Laurel Prevetti, Town Manager, presented the staff report. Opened Public Comment. Natalie Ladd - Suggested looking into utilizing the tunnels that are underground between the parking garages on University Avenue and interconnecting them with the new parking garage. Closed Public Comment. Council discussed the matter. DIRECTON TO STAFF Staff to return to Council on February 21 with a draft resolution for the Ad Hoc Committee to focus on the parking garage project, and direction for the Transportation and Parking Commission work plan, including time limits on parking, employee parking, and paid parking. Staff was asked to coordinate work efforts so there is not a duplication of work between the Council Policy Committee and the Transportation and Parking Commission.
