MORLEY, AS THE TOWN REPRESENTATIVE ON THE BOARD OF DIRECTORS
OF THE LOS GATOS-MONTE SERENO SAFE ROUTES TO SCHOOL
ORGANIZATION
RECOMMENDATION:
Designate the Director of Parks and Public Works, Matt Morley, as the Town representative on
the Board of Directors of the Los Gatos-Monte Sereno Safe Routes to School organization.
BACKGROUND:
At the September 20, 2016 Council Meeting, staff provided a report on receipt of a grant from
the Santa Clara County Health Department to assist with creating a three y ear work plan for the
Los Gatos-Monte Sereno Safe Routes to School (SR2S) program. This included the
establishment of SR2S as a registered 501 (c)(3) nonprofit organization. The goal is to establish
an organization that can be sustainable even beyond the current ly involved individuals. The
nonprofit organization is in place and registered with the State of California and the
stakeholders have been working to establish the bylaws (Attachment 1), including defining the
board of directors for the organization.
DISCUSSION:
The SR2S organization is seen as a partnership with the added structure of an official nonprofit
providing for a board of directors that acts to provide direction to the organization over the

long term. The proposed structure for the Board of Directors includes one public member and
representatives designated by each of the Town, the Los Gatos Union School District, the Los
Gatos High School, and Hillbrook School. These members represent the leadership behind the
SR2S program.
The representatives on the board, subject to approval by the corresponding organizations, are
anticipated to be:
Public representative – Thomas Cook
Town of Los Gatos – Parks and Public Works Director, Matt Morley
Los Gatos Union School District – Superintendent, Diana Abbati
Los Gatos High School – Vice Principal, Kevin Rogers
Hillbrook School – Head of School, Mark Silver
The designated members for the Board of Directors by the represented agencies can be
modified by those agencies at any time.
CONCLUSION:
Staff recommends that the Council designate the Director of Parks and Public Works Matt
Morley as the Town representative on the Board of Directors of the Los Gatos-Monte Sereno
Safe Routes to School organization.
COORDINATION:
This report has been coordinated with the Town Attorney.
FISCAL IMPACT:
There is no fiscal impact from this action.
ENVIRONMENTAL ASSESSMENT:
This is not a project defined under CEQA, and no further action is required.
