Attachment 7Ideas from the Community Potential Ordinances and Policies  Modify the Town Code to facilitate Urban Agricultural Incentive Zones  Modify the Town Code regarding fences to allow wildlife movement  Modify the Town Code to address weed abatement issues  Modify the rent control provisions in the Town Code pertaining to Trailer Parks  Modify the Town’s Noise Ordinance to facilitate early morning maintenance hours for golf courses Potential Service Enhancements (Operating Budget)  Create a Finance Commission with resident appointees to advise the Town Council Finance Committee on financial matters facing the Town (staff support estimated at $156,000 per year).  Augment staff resources with consultant assistance to evaluate and recommend Town participation in water rate increase proposals. Potential Capital Projects  Kennedy Road Crossing and Sidewalk from Via Santa Maria. Residents would like a crosswalk at this location. Staff does not recommend a crosswalk as the location is not deemed safe for crossing in the current configuration. A solution that includes stop signs and infill sidewalk along Kennedy is required. Staff recommends weighing the cost and impact of this item with other projects brought forward through the Bicycle and Pedestrian Master Plan and within the annual Capital Improvement Program. Initial work should include a project concept design, estimated at $100,000. The concept design would allow for a construction estimate.  Hilow Eucalyptus Trees – Several residents have expressed concern about the Eucalyptus trees along Hilow. Staff has reviewed the trees and had an independent arborist review the trees. The condition of the trees does not warrant removal. Staff recommends aggressive maintenance of these trees, at an estimated cost of $25,000. Removal of the trees would cost $100,000 and would require public meetings and Council action to vet the removal.  Los Gatos-Almaden Road – Numerous locations along Los Gatos-Almaden Road are missing sidewalks and residents have requested the infill of these locations. The program for right of way identification and sidewalk design is estimated at $75,000. The design would result in estimates for project construction and any necessary right of way acquisition. In some instances, property ownership may not allow for sidewalk improvements until the adjacent private property is proposed for redevelopment so that dedication of right of way can occur.  Winchester Blvd. (Daves Avenue to Lark Avenue) – Sidewalk and crossings have been requested for this segment by residents, especially those with students at Daves School. This project should entail a comprehensive plan for Winchester Boulevard that incorporates complete streets elements such as buffered bike lanes, pedestrian pathways, landscaped median islands, etc. Council may wish to begin concept level planning on this type of project to establish a master plan for the roadway. Development of a Winchester Boulevard master plan would cost an estimated $200,000 resulting in project cost estimates that would include a multi-phased project.  Blossom Hill Road, East of Union – Sidewalk infill and upgraded crossing have been requested by residents, especially where students need to cross Blossom Hill Road. An approved development at the northwest corner of the intersection will improve that corner. The stretch east of Union will require an assessment of property rights, plan line development, and programming for a CIP project. The estimated property rights and plan line development will cost approximately $40,000. ATTACHMENT 7
