ROLL CALL Present: Mayor Steven Leonardis, Vice Mayor Marcia Jensen, Council Member Rob Rennie, Council Member Marico Sayoc, Council Member Barbara Spector. Absent: None PLEDGE OF ALLEGIANCE Nathan Wu led the Pledge of Allegiance. The audience was invited to participate. PRESENTATIONS Mayor Leonardis presented commendations to outgoing Commissioners and thanked them for their service. CLOSED SESSION REPORT Robert Schultz, Town Attorney, stated Council met in Closed Session as duly noted on the agenda and there is no report. CONSENT ITEMS (TO BE ACTED UPON BY A SINGLE MOTION) 1. Approve Council Closed Session minutes of December 18, 2018. 2. Approve Council minutes of December 18, 2018. 3. Authorize the Town Manager to negotiate and execute a Second Amendment to the Agreement with Cartegraph Systems, Inc. for software and professional services to increase compensation in the amount of $36,720, for a total contract amount not to exceed $224,408. 4. Adoption of Resolutions required by the California Department of Tax and Fee Administration regarding the implementation of a new Sales Tax (Measure G). RESOLUTIONS 2019-001 AND 2019-002 MOTION: Motion by Vice Mayor Jensen to approve the Consent Items inclusive of the correction in the Desk Item for Item 2. Seconded by Mayor Steve Leonardis. Review options for a one-way street pilot on North Santa Cruz Avenue and provide direction to staff on a preferred option for implementation Matt Morley, Parks and Public Works Director, presented the staff report. Opened Public Comment. Randi Chen, Los Gatos Chamber of Commerce - Requested Council consider the reason for the pilot before a decision is made; commented on the three options; and stated the Chamber of Commerce believes option A is the best proposal. Sue Farwell - Commented on the proposals and made alternate suggestions. Jennifer Krach - Requested clarification of the time period for the trial and the flow of traffic. John Shepardson - Suggested the street be painted green to lower greenhouse emissions. Maria Ristow - Commented that Council should determine what they want to accomplish with the pilot and the different bike lane proposals. Andrea Romo, Centonove Restaurant - Commented on the proposed options. Ed Morimoto - Commented on the different bike lane proposals. Closed Public Comment. Council discussed the matter. AMENDMENT: to eliminate some of the parallel parking on the west side to allow for soft programming and temporary parklets. Seconded by Vice Mayor Jensen. VOTE: Motion passed 4/1. Mayor Leonardis voting no. 6. PPW Job Number 18-811-9901 Annual Street Repair and Resurfacing Project (Arterial/Collector Street Overlay). a. Approve the plans and specifications for the Annual Street Repair and Resurfacing Project (Arterial/Collector Overlay) and Authorize the Town Manager to advertise the project for bid. b. Authorize the Town Manager to award and execute a constru ction agreement in an amount not to exceed $2,190,000 including contingencies. c. Authorize staff to execute future change orders in an amount not to exceed ten percent of the contract award amount. d. Authorize the Town Manager to enter into a reimbursement agreement with the City of San Jose for pavement work. e. Receive an update report on the Metropolitan Transportation Commission (MTC) consultant’s review of Town pavements and budget options. Lisa Petersen, Town Engineer, presented the staff report. Opened and closed Public Comment. Council discussed the matter. MOTION: Motion by Council Member Sayoc to approve the recommendations contained in the staff report. Seconded by Vice Mayor Jensen. VOTE: Motion passed unanimously. 7. Rescind Resolution 2017-008 and adopt a replacement resolution establishing the Town Council Finance Committee. Laurel Prevetti, Town Manager, presented the staff report. Lee Fagot - Commented on the proposed changes to the Council Finance Committee. Jak Van Nada - Commented on the proposed changes to the Council Finance Committee. John Shepardson - Commented on the proposed changes to the Council Finance Committee. Catherine Somers, Los Gatos Chamber of Commerce Executive Director - Commented on the proposed changes to the Council Finance Committee. Closed Public Comment. Council discussed the matter. MOTION: Motion by Vice Mayor Jensen to retain the existing Resolution 2017-008 with the Council Finance Committee determining a regular meeting schedule. Seconded by Council Member Spector. VOTE: Motion passed unanimously. OTHER BUSINESS 8. Open and continue to February 5, 2019 a public hearing to consider the Abatement List and order the abatement of hazardous vegetation (weeds). Matt Morley, Parks and Public Works Director, presented the staff report. Opened and closed Public Comment. MOTION: Motion by Vice Mayor Jensen to continue the item to a date certain of February 5, 2019. Seconded by Council Member Spector. VOTE: Motion passed unanimously. PAGE 5 OF 5 SUBJECT: DRAFT MINUTES OF THE TOWN COUNCIL MEETING OF JANUARY 15, 2019 JANUARY 16, 2019 COUNCIL/TOWN MANAGER REPORTS Council Matters - Council Member Sayoc stated the League of Cities will hold their quarterly meeting on January 30, 2019 in Mountain View. - Council Member Spector stated she attended the Conceptual Development Advisory Committee (CDAC) meeting. - Vice Mayor Jensen stated she attended the CDAC meeting and she greeted students at the first school bus run with Mayor Leonardis, Council Member Sayoc, and Town staff. - Council Member Rennie stated he attended the Council Policy Committee meeting with Vice Mayor Jensen, he attended the Silicon Valley Clean Energy Authority (SVCEA) Risk Oversight Committee meeting, and the Valley Transportation Authority (VTA) Board meeting at which he was appointed to the VTA Congestion Management Committee and Capital Oversight Committee. - Mayor Leonardis stated he attended the Veterans Memorial ground breaking ceremony, the West Valley Sanitation District (WVSD) Board of Directors meeting, and the Youth Commission meeting; and greeted students at the first school bus run. Manager Matters - Announced the Human Services and Arts and Education Annual Community Grants applications will be available on the Town’s website on January 22, 2019. - Announced applications are being accepted for the new Sales Tax Oversight Committee. Applications are due by February 8, 5:00 p.m. and interviews are scheduled for February 19, 2019.
